00 - AgendaCITY COUNCIL AGENDA Notice is hereby given that the City Council of the City of Paris shall meet in regular session at 5:30 p.m. on Monday, October 22, 2018. The meeting will be held at the City Council Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted upon are as follows: Opening Agenda 1. Call meeting to order. 2. Invocation. 3. Pledge of Allegiance. 4. Citizens' forum. (Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual information. Claims against the City, Council Members, or employees, as well as individual personnel appeals are not appropriate for citizens' forum.) If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas Government Code regarding any item on this agenda. Consent Agenda Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable to all items appearing on the Consent Agenda. A Council Member may request any item to be removed from the Consent Agenda and considered as a separate item. 5. Approve minutes from the meeting on October 8, 2018. 6. Receive September drainage report. 8. Approve the bid and authorize a Lease Agreement with Cole Pridemore for the Lake Gibbons Hay Lease, in an approximate annual amount of $3,354.23. 9. Approve the bid and authorize a Lease Agreement with Cole Pridemore for the Lake Gibbons Pasture Lease, in an approximate annual amount of $3,456.75. 10. Receive demolition and code enforcement activity reports. Regular Agenda 11. Conduct a public hearing, discuss and act on an Ordinance considering the petition of Lynda Pranulis for a change in zoning from a General Retail District (GR) to a General Retail District (GR) with s Specific Use Permit (SUP) for Permanent Make -Up Cosmetic Tattoos, in the Brookside Addition, Block 11, Lots 5, 6, & PT Lot 7, being located at 835 S.E. 24' Street. 12. Conduct a public hearing, discuss and act on an Ordinance considering the petition of Makensie Jones for a change in zoning from a General Retail District (GR) to a General Retail District (GR) with a Specific Use Permit (SUP) for Permanent Make -Up Cosmetic Tattoos, in the MK Properties Addition CB 286, Block A, Lot 1, being located at 2740 E. Price Street. 13. Conduct a public hearing, discuss and act on an Ordinance considering the petition of Daniel Garza for a change in zoning from a General Retail District (GR) to a General Retail District (GR) with a Specific Use Permit (SUP) for a Tattoo Studio, in the City of Paris, Block 315, Lot PT -IA, being located at 3605 N.E. Loop 286. 14. Conduct a public hearing, discuss and act on a Resolution Authorizing the Execution of a Grant Application through the Texas Department of Agriculture Texas Capital Fund Main Street Program for Downtown Sidewalks. 15. Discuss and consider amendments to the Cox Field Airport Master Plan. 16. Discuss and act on amendments to the Personnel Policy. 17. Discuss and act on the Texas Municipal League "Our Home, Our Decisions." 18. Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-081. 19. Adjournment.
