MINUTES OF THE REGULAR CITY COUNCIL MEETING
OF THE CITY OF PARIS, TEXAS
October 8, 2018
The City Council of the City of Paris met for a regular session at 5:30 p.m. on Monday,
October 8, 2018, at the City Council Chamber, 107 E. Kaufman, Paris, Texas.

Call meeting to order.
Mayor Clifford called the meeting to order at 5:30 p.m.
2. Invocation.
Pastor Seale gave the invocation.
3. Pledge of Allegiance.
Mayor Clifford led the pledge.

No one spoke.
Consent A Benda
Mayor Clifford inquired of Council Members if they wished to pull any items from the
consent agenda for discussion. There being none, a Motion to approve the consent agenda was

made by Mayor Clifford, and seconded by Council Member Hughes. Motion carried, 5 ayes — 0
nays.
5. Approve minutes from the meeting on September 24, 2018.
6. Receive reports and/or minutes from the following boards and commissions:
a. Paris Public Library (8-15-2018)
b. Airport Advisory Board (8-16-2018)
c. Paris Economic Development Corporation (9-4-2018 & 9-11-2018)
d. Planning & Zoning Commission (8-6-2018 & 9-18-2018)
T Authorize the city manager to execute a professional services agreement with Resource
Management & Consulting Company to provide administration services for an
anticipated Texas Department of Agriculture grant through the CDBG Main Street
Program.
8. Award a contract to Air Cleaning Technologies, Inc. in the amount of $89,000 for
installation of diesel exhaust systems in three fire stations.

9. Discuss the Toole Design Group Memorandum.
City Manager John Godwin said the City contracted with the Toole Design Group to
develop a visioning plan for the downtown area, and that $80,000 was donated from individuals
and businesses to pay the major portion of these services. Mr. Godwin also said in June and
August, Toole gathered input and established goals and a presentation was given August 16. He
explained a memorandum was prepared to summarize the recommendation and reviewed the
highlights, with one being changing one-way streets to two-way streets. Mr. Godwin said staff
had been in touch with TxDOT because of the streets that were considered highways coming into
downtown. He explained if TxDOT did not agree to convert those streets to two-way streets,
that they would probably take them off the TxDOT list of highways and transfer those streets to
the City. He informed the City Council the memorandum would be referenced in the 2018
Comprehensive Plan Update. Council Members expressed their excitement about plans for
downtown.
10. Conduct a public hearing, discuss and act on ORDINANCE NO. 2018-032: AN
ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
APPROVING AND ADOPTING AN UPDATED COMPREHENSIVE PLAN,
RESCINDING ALL PRIOR COMPREHENSIVE PLANS OR PARTS THEREOF IN
CONFLICT THEREWITH; AND MAKING OTHER FINDINGS AND PROVISIONS
RELATED TO THE SUBJECT; PROVIDING A REPEALER CLAUSE, A
SEVERABILITY CLAUSE, A SAVINGS CLAUSE; AND PROVIDING AN
EFFECTIVE DATE.

City Engineer Carla Easton explained that cities use comprehensive planning to guide
development and growth, such as land use, transportation needs, and parks. She said the last
plan was completed in 2001 with minor updates in 2008. Ms. Easton said the plan was
recommended for approval by the Planning and Zoning Commission, and this was the second
public hearing conducted by the City Council.
Mayor Clifford opened the public hearing and asked for anyone wishing to speak in
support or opposition to this item, to please come forward. James O'Bryan, 3150 Bonham
Street, said he did not vote at the P&Z meeting on this item, although he supports downtown. He
said the reason was because this plan will require new ordinances and current ordinances needed
to be reviewed. Dr. O'Bryan referenced an ordinance in Dallas that prohibited people from
parking in front of their homes. Chad Lindsey, 1050 S.E. 29t` Street, he said he was a P&Z
member and he was in favor of this plan, and that staff had done an outstanding job. With no one
else speaking, Mayor Clifford closed the public hearing.
Mayor Clifford agreed that each ordinance would need to be reviewed carefully. Council
Member Knox said before ordinances were passed, they were posted for public hearing or
comment. Council Member Knox echoed that staff had done an excellent job, as did Mayor
Clifford.
A Motion to approve this item was made by Council Member Pilgrim and seconded by
Council Member Knox. Motion carried, 5 ayes — 0 nays.
11. Discuss and act on meeting dates for November and December.
City Clerk Janice Ellis explained that the second meetings in November and December
were usually cancelled due to holidays and scheduling conflicts. She said staff recommended
that the November 26 and December 24 meetings be cancelled.
A Motion to cancel the November 26 and December 24 City Council meetings was made
by Mayor Clifford and seconded by Council Members Hughes and Clayton. Motion carried, 5
ayes — 0 nays.
12. Discuss and act on requiring entities that receive tax dollars through contract or ordinance
with the City of Paris hold meetings open to the public during times when the public is
more likely to attend, no earlier than 4:00 p.m.
Council Member Knox said she thought that entities receiving significant tax dollars
should have their meetings when their accessible to the public. She said this mainly pertained to
two entities and those were the PEDC and the Chamber, which included VC&C and the Love
Civic Center. She said she would like to see the meeting dates and times consistent and no
earlier than 4:00 p.m. She referenced that PEDC had several meetings on different dates, at
different times and different locations. Council Member Knox said these entities did very
important work. Mayor Clifford said as mayor, he was an ex -officio member and he had a
difficult time making the PEDC meetings when they were held earlier in the day. He said it

would benefit him to have these meetings no earlier than 4:00 p.m. Council Member Knox
clarified that she was referencing regular monthly business meetings, not a special meeting that
was called due to a prospect. Council Member Pilgrim said he was in agreement for regular
business meetings. Council Member Stone said consistency was good practice. Council
Member Hughes said he was fine with regular meetings. PEDC Director Michael Paris said they
were open and transparent and agreed consistency was best, but he encouraged flexibility. Mr.
Paris said they could pursue the third Tuesday of the month at 4:00 p.m. for their regular
meetings if that is what Council wanted them to do, but asked for flexibility. Council Member
Knox said she did not have a problem with that.
A Motion to require entities that receive large sums of tax funds comprising of the major
portion of their budget, hold their regular meetings open to the public during times that the
public is more likely to attend, no later than 4:00 p.m., was made by Council Member Knox and
seconded by Mayor Clifford. Motion carried, 3 ayes — 2 nays, with Council Members Clayton
and Hughes casting the dissenting votes.
13. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
None were referenced.
14. Adjournment.
There being no further business, a Motion to adjourn was made by Mayor Clifford and
was seconded by Council Member Pilgrim. Motion carried, 5 ayes — 0 nays. The meeting was
adjourned at 6:00 p.m.
