10/18/2018 MinutesMINUTES REGULAR MEETING AIRPORT ADVISORY BOARD COX FIELD AIRPORT 6780 COLLIER DRIVE PARIS, TEXAS THURSDAY, OCTOBER 18 2018 5:30 O'CLOCK P.M. 1, The Airport Advisory Board meeting was called to order by Chairman Ray Ball at 5:28 p.m. The following members were present: Ray Ball, Jimmy Noble, Anna Spencer and David Taylor. Also present: John Godwin, City Manager, Jerry Richey, Airport Manager; Lance Nicholson: Engineer Technician and Triniti Frazier, Community Development Coordinator. Absent member(s): Nathan Bell 2. Approval of minutes from previous meeting of September 20, 2018. Motion was made by Jimmy Noble and seconded by Anna Spencer. Motion carried 3-0 with David Taylor abstaining. 3. Discussion regarding delinquent hangar rentals. Triniti Frazier, City staff reported the following delinquent hangar rentals in the 60-90 day range are: Stacy Cunningham for $30.39 and Cody Stephens for $135.00. The City Attorney's office will mail a delinquent notice to them. 4. Discussion regarding feasibility of building private hangars. Ray Ball states he intended to bring an article he read in Flight magazine on the pros and cons of private hangars. He will bring it to the next meeting. John Godwin states Colin Marino's hangar was approved by Council last month but he has not executed an agreement. He has been working with his contractor for a couple months. He hasn't submitted plans yet. Lance Nicholson states Marino has been working with HWH. Ray Ball asked if the other two that were interested in hangars moving forward at all? Jerry Richey states that Earl is waiting to see how this deal goes with Marino. Richey states that Whitlock, the crop dusters are pretty much out. They are probably going to build over in Bonham. Richey states we a have new person, Bill Whitaker that is talking about building a hangar on the back row where it is a better location. He is working on getting a survey done. David Taylor states he has concerns about the motion that was passed last month in his absence regarding the construction site of new hangars that is not in compliance with the Airport Master Plan. He states he has walked through the area and this committee should get a feel for what the expense is going to be to make that site ready for anyone that builds in that site. Ball states there was discussion and it was determined with Austin that the Airport Masterplan is a general concept of where we would like to go but it is not an absolute, hard fast rule that we have to follow. The intent was to have something on the table that the state could look at before issuing grants that we've got a plan versus no plan of any kind and they could deny us forever. Taylor asked what is going to be the cost to make this site that is not within the Masterplan. John Godwin states the Marino site will be very minimal to have septic and a two-inch water line and those are going to be his cost. Godwin states if we get a whole row of hangars then you're going to have to build a taxiway and there will be expense to that in which we would seek some type of economic development agreement with anyone that is going to build along there so they pay their share of the cost. S. Discuss regarding aviation class with Paris Junior College. Nathan Bell was not present for this item. Ball requested it be moved to November agenda. 6. Discussion regarding November private car show. Jerry Richey advised that Ike Burchinal will be putting together a show for cars and planes to be held at Cox Field Airport on November 17, 2018. They will do their own advertisements. The fee for inside the gates is $10. The admission will be free to the public and there will be food vendors present. Richey advised that the Bonham Air Show will be next weekend. 7. Request items for future agendas. Items requested are detailed status of leases, discuss Capital Improvement Program, new hangar construction project and aviation class with Paris Junior College. 8. Adjournment.
