1996-076-RES WHEREAS, TEXAS DEPT OF TRANSPORTATION PROVIDES 90% FUNDING FOR AIRPORT IMPROVEMENTS
RESOLUTION NO. 96-076
WHEREAS, the Texas Department of Transportation provides 90 %
funding for airport improvements grants; and,
WHEREAS, the City Council of the City of Paris is desirous of processing
a grant application for Reconstruction (l500x150f) and Rehabilitation (6000x150f)
Runway 17-35, Stripe and mark Runway 17-35 (48,000sf), Rehabilitation Taxiway
A (3900x50f), Rehabilitation Taxiway B (430x50f), Replace Medium Intensity
Runway Lights Runway 17-35 (60001f), Seal Portland Cement Concrete joints and
mark apron (320x900f), Install 24 aircraft tiedowns, Drainage improvements, Install
erosion/sedimentation controls and update Airport Layout Plans and Exhibit "A"
thereto, at a total cost of $2,400,000.00, with $2,160,000.00 to be provided by grant
and $240,000.00 to be provided by the City of Paris in the form of local
contribution; and,
WHEREAS, the Texas Department of Transportation requires that it be
designated the agent for the City of Paris for the purposes of receiving and
disbursing all funds for these improvements and for the administration of contracts
necessary for the implementation of said improvements; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL O}' THE CITY OF
PARIS:
I. That an application be made to the Texas Department of
Transportation for airport improvements in the amount of $2,160,000.00, being
approximately 90 % of the estimated cost of Reconstruction (l500x 150f) and
Rehabilitation (6000xI50f) Runway 17-35, Stripe and mark Runway 17-35
(48,000sf), Rehabilitation Taxiway A (3900x50f), Rehabilitation Taxiway B
(430x50f), Replace Medium Intensity Runway Lights Runway 17-35 (6000lf), Seal
Portland Cement Concrete joints and mark apron (320x900f), Install 24 aircraft
tiedowns, Drainage improvements, Install erosion/sedimentation controls and update
Airport Layout Plans and Exhibit "A" thereto, with the City of Paris providing
$240,000.00 in the form of local contribution.
2. That Michael E. Malone, City Manager of the City of Paris, be, and
he is hereby appointed as the Authorized Representative, of said project and is
authorized and directed to execute on behalf of the City of Paris the application for
grant at the appropriate time and with the appropriate authorization of this governing
body all contracts and agreements with the State of Texas represented by the Texas
Department of Transportation, and other such parties as shall be necessary and
appropriate for the implementation of the improvements to Cox Field Airport.
3. That Dick Boots, Director of Community Facilities, be, and he is
hereby appointed as Project Director and is hereby authorized to execute and deliver
on behalf of the City of Paris all reports, communications, assurances, and
documents necessary for the completion of said project.
4. That the Texas Department of Transportation be, and it is hereby

6. That Eric S. Clifford, Mayor of the City of Paris, be, and he is hereby
authorized and directed to execute the Letter of Intent in the form attached hereto as
Exhibit A.

Dear Mr. Fulton:
The City of Paris by this letter and accompanying resolution indicates its intent to pursue
financial assistance from the Texas Department of Transportation for the following
improvements to the Cox Field Airport:
Reconstruct (1500x150) & rehab (6000x150) RW 17-35
Stripe & mark RW 17-35 (48000 sf)
Rehab TW A (3900x50)
Rehab TW B (430x50)
Replace MIRL RW 17-35 (6000 If)
Seal PCC joints & mark apron (320x900)
Install PAPI -4 RW 17
Install aircraft tiedowns
Drainage improvements
Install erosion/sedimentation controls
ALP & Exhibit "A"
The cost of these improvements is presently estimated to be $2,400,000. The City of Paris
understands that financial assistance may be available for 90 percent of the eligible costs. The
remaining share of eligible costs and any ineligible costs shall be the responsibility of the City of
Paris. The City of Paris further understands that its full share shall be due in cash upon Texas
Department of Transportation written request, or within 30 days of complete execution of the
Airport Project Participation Agreement.
The City of Paris also indicates its intent to enter into an Airport Project Participation Agreement
with the Texas Department of Transportation, naming the Texas Department of Transportation
as its agent for the purposes of receiving and disbursing all funds for these improvements and
for the administration of contracts necessary for the implementation of these improvements.
The City of Paris has reviewed the text of the Texas Department of Transportation's standard
"Airport Project Participation Agreement," and has found the terms and conditions of the
Agreement to be acceptable.
