Item No. 16 <br />TO: City Council <br />John Godwin, City Manager <br />FROM: Bob Hundley, Chief of Police <br />SUBJECT: AMENDMENT TO CITY ORDINANCE 26-9 <br />DATE: October 16, 2018 <br />BACKGROUND: Under civil service, base pay for police officers is required to be the same <br />amount. In 2004, seniority pay was granted by council action for police officers as an enticement <br />for officers to remain with the department. The ordinance was last amended in 2013 to provide <br />additional service steps for increases. Seniority pay is the only option for any increase associated <br />with time in grade to promote longevity in the department. <br />STATUS OF ISSUE: The 2018-2019 Budget was approved with a compression of these steps to <br />allow an officer to attain the maximum seniority pay at I 1 years' service instead of 20 years. This <br />change will be effective January 1, 2019. This change allows a pay increase at 2 years with the last <br />increase attained at 1 I years' service. <br />BUDGET: The projected cost of $35,000.00 for this change was included in the 2018-2019 <br />approved budget. <br />RECOMMENDATION: Amend the ordinance to reflect the changes in the approved budget. <br />
