16 - Amending Section 26-9 Seniority Pay for PoliceItem No. 16 TO: City Council John Godwin, City Manager FROM: Bob Hundley, Chief of Police SUBJECT: AMENDMENT TO CITY ORDINANCE 26-9 DATE: October 16, 2018 BACKGROUND: Under civil service, base pay for police officers is required to be the same amount. In 2004, seniority pay was granted by council action for police officers as an enticement for officers to remain with the department. The ordinance was last amended in 2013 to provide additional service steps for increases. Seniority pay is the only option for any increase associated with time in grade to promote longevity in the department. STATUS OF ISSUE: The 2018-2019 Budget was approved with a compression of these steps to allow an officer to attain the maximum seniority pay at I 1 years' service instead of 20 years. This change will be effective January 1, 2019. This change allows a pay increase at 2 years with the last increase attained at 1 I years' service. BUDGET: The projected cost of $35,000.00 for this change was included in the 2018-2019 approved budget. RECOMMENDATION: Amend the ordinance to reflect the changes in the approved budget.
