1996-130-RES WHEREAS, CITY COUNCIL DID HERETOFORE ON THE 11TH DAY OF SEPTEMBER 1995
RESOLUTION NO. 96-130
WHEREAS, the City Council of the City of Paris did heretofore, on the 11th day of
September, 1995, in Resolution No. 95-102, accept the Texas Recreation & Parks Account
Program grant for the Paris Municipal Pool, Project Number 50-00060, through the Texas Parks
& Wildlife Department, which acceptance required the preparation of plans and specifications for
the construction of a municipal swimming pool; and,
WHEREAS, the City Council of the City of Paris did heretofore, on the 8th day of April,
1996, in Resolution No. 96-031, approve the plans and specifications prepared by the C. T.
Brannon Corporation, entitled "Paris Aquatic Center: Bathhouse and Pool Complex," Project No.
40-43-98-0950-1996, and authorize the construction project to be advertised for bids to be
received until 3:00 p.m. on Tuesday, June 4, 1996, at which time no bids were received; and,
WHEREAS, the City Council of the City of Paris did heretofore, on the 10th day of June,
1996, in Resolution No. 96-065, authorize the construction project to be re-advertised for bids to
be received until 3:00 p.m. on Tuesday, July 2, 1996, at which time four bids were received, with
all bids being higher than the amount allocated for the project and being subsequently rejected;
and,
WHEREAS, the construction project was re-advertised for bids to be received until 3:00
p.m., Tuesday, October I, 1996, at which time two bids were received, with both bids being
higher than the amount allocated for the project and being subsequently rejected; and,
WHEREAS, after having advertised for bids on three occasions--receiving no bids on the
first occasion and receiving bids which were higher than the amount allocated for the project on
the other two occasions--it is deemed appropriate that the "Paris Aquatic Center: Bathhouse and
Pool Complex," Project No. 40-43-98-0950-1996, be executed directly by the City Engineer's
Department of the City of Paris in conformity with detailed plans, specifications, and estimates,
as permitted by Sections 75 and 76 of the Charter of the City of Paris; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, that the
"Paris Aquatic Center: Bathhouse and Pool Complex," Project No. 40-43-98-0950-1996, be
executed directly by the City Engineer's Department of the City of Paris in conformity with
detailed plans, specifications, and estimates.
