RESOLUTION NO. 96-125
WHEREAS, the City Council of the City of Paris did heretofore, on the 10th day of
December, 1990, in Resolution No. 90-099, authorize an Interlocal Governmental Agreement with
the Housing Authority of the City of Paris for the provision of security services by and through
the Paris Police Department, which said agreement expired January 31, 1992; and,
WHEREAS, the City Council of the City of Paris did heretofore, on the 10th day of
February, 1992, in Resolution No. 92-005, authorize an extension of said agreement for an
additional term of one year, which extended term expired on January 31, 1993; and,
WHEREAS, the City Council of the City of Paris did heretofore, on the 14th day of
November, 1994, in Resolution No. 94-143, authorize the execution of an Interlocal
Governmental Agreement for Security Services through the Paris Police Department with the
Housing Authority of the City of Paris, which agreement expired November 30, 1995; and,
WHEREAS, funding has again become available to the Housing Authority of the City of
Paris through the Public and Indian Housing Drug Elimination Program and has requested that the
City of Paris again furnish said community policing drug elimination services through the Paris
Police Department, and it is deemed to be in the best interests of the citizens of Paris that said
services be provided; and,
WHEREAS, the Interlocal Governmental Agreement for Community Policing Drug
Elimination Services between the City of Paris and the Housing Authority of the City of Paris,
attached hereto as Exhibit A, would satisfy the request by the Housing Authority at a cost of
$103,727.00 for two years, which is within the grant budget, and it is deemed appropriate that the
form of said agreement be, in all things, approved, and that the Mayor of the City of Paris, Eric
S. Clifford, be authorized to execute the same; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, that the
form of the Interlocal Governmental Agreement for Community Policing Drug Elimination
Services between the City of Paris and the Housing Authority of the City of Paris, attached hereto
as Exhibit A, be, and the same is hereby, approved; and,
BE IT FURTHER RESOLVED, that the Mayor of the City of Paris, Eric S. Clifford,
be, and he is hereby, authorized and directed to execute, on behalf of the City of Paris, the
Interlocal Governmental Agreement for the provision of security services through the Paris Police
Department upon the terms and conditions and in the form shown in Exhibit A, attached hereto.

KNOW ALL MEN BY THESE PRESENTS:
COUNTY OF LAMAR
THAT, the CITY OF PARIS, PARIS, TEXAS, a municipal corporation, acting by and
through its Mayor, Eric S. Clifford, duly authorized, hereinafter called CITY, and the HOUSING
AUTHORITY OF THE CITY OF PARIS, TEXAS, a public housing authority, acting by and
through its Executive Director, Crista Cherry, duly authorized, hereinafter called PHA, do hereby
contract and agree as follows:
1 . CITY covenants and agrees that it will furnish community policing drug elimination
services, in addition to ordinary police patrol services currently furnished to PHA, to consist of
two (2) police officers, certified by the Texas Commission on Law Enforcement Officer
Standards, who have been trained in multi-ethnic cultural and sensitivity training, with personal
communication packs, and one fully equipped and marked police patrol unit for four thousand one
hundred and twenty-six (4,126) hours for the contract period. Hours are to be scheduled weekly
as agreed between the Chief, Paris Police Department, and the Executive Director of the Housing
Authority of the City of Paris, or her designee, and reduced to a written schedule in the form of
Exhibit A, attached hereto, and the schedule may be amended upon agreement of the same parties.
2. CITY also agrees to provide officers to attend monthly meetings of the residents'
organization council, which said officers will consist of the Crime Prevention Officer, the Police
Athletic League Officer, and the Drug Abuse Resistance Education Officer. The Chief shall meet

quarterly with the Executive Director of the Housing Authority, or her designee, in order to
review progress of the grant and discuss recommendations for improvements, if needed.
3. Police Officers of the City of Paris shall strive to walk, ride bicycles, and utilize
the patrol unit, or any other mechanism and equipment, to police the PHA housing in a community
policing effort to improve the safety of residents and relationship between residents and law
enforcement, with a primary objective being to eliminate illegal drugs, their use and trafficking.
4. PHA agrees to pay and CITY agrees to accept $103,727.00 for two years of said
serVIce.
5. This agreement shall be effective and the term hereof shall commence on the 1st
day of December, 1996, or upon the effective date of the 1996 Public Housing Drug Elimination
Program (PHDEP), Project No. TX72DEP0480196, whichever is later, and shall end on the 30th
day of November, 1998, or two (2) years from the effective date if the same is after December
1, 1996.

In the event that PHA desires continued community policing drug elimination
services beyond the term of this agreement, PHA shall give written notice to CITY on or before
ninety (90) days before the termination date of this agreement of its desire for such service for an
additional term, and, upon receipt of said notice, CITY will assist in making application for
grants, if available. If no grant is available, City will deliver to PHA, within thirty (30) days, the
annual cost at which City could deliver services, and thereafter, on or before thirty (30) days from
the termination date of this agreement, PHA will execute the agreement for services for an
additional annual term upon the same terms and conditions as stated herein at the cost stated in the
new agreement.
