CONCRETE PAVING

BACKGROUND: In July 2018, a construction contract was awarded to Richard Drake
Construction (RDC) in the amount of $2,922,117.65 for the reconstruction of Church Street from
Hearne to Clarksville. The project consists of full depth asphalt pavement with concrete curb
and gutter, sidewalks, and water and sewer utility improvements. The project bid documents
included an alternate bid for a concrete pavement section. RDC's alternate bid for concrete was
$23,974.17 more than the asphalt bid, and given the overall design and long term operations and
maintenance considerations, staff recommended approval of the asphalt pavement section. The
contract time for completion of the project is 300 calendar days, and time commenced October 1,
2018.
STATUS OF ISSUE: Significant progress was made on the sewer installation from Hearne to
Washington in October and November, despite wet weather. In early December, RDC began the
first phases of pavement preparation with lime stabilization of the subgrade. This process
typically takes 7 to 10 days, after which the first layers of asphalt can be applied. It has rained
consistently each week since this process was started, leaving the subgrade saturated, and the
road impassable. Until there is sufficient sunshine and wind to dry out the subgrade, the asphalt
base cannot be installed. RDC has requested a contract time extension of 29 days due to wet
weather from October through December.
As an alternative to waiting for better weather, RDC has requested that we consider a change to
concrete paving. This would allow them to proceed with paving operations without being so
vulnerable to the wet weather conditions, which has the potential to get worse as we approach
the spring months. This change would increase the original contract amount by $23,974.17.
Representatives from RDC will be present at the January 28 council meeting to make their
request to alter the current plan of work.
BUDGET: Funding is available in the 2017 Street Bond Fund.
RECOMMENDATION: Consider a change order request from Richard Drake Construction to
construct a concrete paving section on Church Street for the increased contract amount of
$23,974.17, provide any additional direction, and authorize the city manager to execute a
contract change order if approved.
