1. Johnny Norris called the Building and Standards Commission Meeting to order at
3:30 P.M.
Roll was called.
A. The following members were present:

2. Approval of minutes from previous meeting. (October 15, 2018)
Motion made by Ben Vaughan, seconded by Mike Folmar to approve minutes.
Motion carried unanimously. 7-0
3. Public Hearing to consider presentations by City of Paris Code Inspectors and
owner(s) and/or lien holder(s) of the below properties who have been given notice of
a violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris,
Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures;"
Article II of Chapter 17, entitled "Control of Weeds, Junk, and Other
Objectionable, Unsightly, or Unsanitary Matter of Private Premises;" Chapter 1-6
of the Code of Ordinances of the City of Paris, Paris, TX:
A. 924 11' NE; Belmont Addition Block 8, Lot N V2 of 1 & 2
Owner: Bernabe Sandoval, 725 1 lth NE, Paris TX 75460
Robert Talley stated no contact with owner. Hole in roof. Roof sagging and
covering deteriorating. Wall on back beginning to bow outwards.
Robert Talley's recommendation: Declare a nuisance. Demo with 30 days
or city has right to do so.
Motion was made by Johnny Norris, seconded by Sally McEwin to accept
Robert's amended recommendation. Motion carried. 7-0.
B. 704 23rd SE; Stellrose Addition Block 1, Lot 6
Owner: Carrie Jane Brummett, 704 23rd SE, Paris TX 75460
Robert Talley stated property on abatement list. No contact with owner.
Deterioration of carport. Bottom of porch beginning to separate, foundation
beginning to sink. Hole in roof. Siding missing in several places. House is
unsecure. Junk and rubbish inside. Deterioration inside. Daylight coming
through ceiling inside.
Robert Talley's recommendation: Declare nuisance, demo within 30 days
or city has right to do so.
Discussion:
No power or water to house. Will have abatement team secure door with
plywood.
Motion was made by Mike Folmar, seconded by Beverly Johnson to accept
Robert's recommendation. Motion carried unanimously. 7-0
C. 424 & 430 E Price; City Block 186, Lot 5A & 5B
Owner: John House, 118 1 sc S W, Paris TX 75460
Robert Talley stated received complaint of kids throwing rocks; has broken
windows.
Robert Talley's recommendation: Secure and repair windows within 30
days or back to BSC.
Motion was made by Johnny Norris, seconded by Sally McEwin to accept
Robert's recommendation. Motion carried unanimously. 7-0
D. 506 E Price; City Block 28, Lot 1
Owner: Lawanda Gomez, 1425 17"' NE, Paris TX 75460
Robert Talley stated no contact with owner. Broken windows.
Robert Talley's recommendation: Secure and repair windows within 30
days or back to BSC.
Discussion:
Robert will check with Fire Marshal to see if there is an ordinance prohibiting
using residential properties for storage.
Motion made by Johnny Norris, seconded by Mike Folmar to accept
Robert's. Motion carried unanimously. 7-0
E. 387 311 NW; City Block 55, Lot 21
Owner: Joe Day, 387 3rd NW, Paris TX 75460
Robert Talley stated no contact with owner. Neighbor turned in; said property
has been abandoned for years. Broken windows. Unsecure.
Robert Talley's recommendation: Secure within 30 days or back to BSC.
Motion made by Mike Folmar, seconded by Beverly Johnson to accept
Robert's recommendation. Motion carried unanimously. 7-0
4. Code Enforcement update.
Provided handout to BSC with repair orders update. Included with these minutes.
5. Adjournment.
Motion was made by Ben Vaughan, seconded by Sally McEwin to adjourn the
meeting at 4:05 pm. Motion carried unanimously. 7-0
