Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, February 11, 2019. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. A. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personnel appeals are not appropriate for citizens' forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas
Government Code regarding any item on this agenda.
B. Proclamation declaring the month of February as Children's Dental Health Month.
C. Proclamation declaring the month of February as "Operation F.E.I.S.T.Y. Force."
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Approve minutes from the meeting on January 28, 2019.
6. Receive reports and/or minutes from the following boards and commissions:
a. Building & Standards Commission (11-19-2018)
b. Paris Visitors & Convention Council (12-17-2018)
c. Planning & Zoning Commission (1-7-2019)
7. Approve the Final Plat of Lots 1, 2, Block A, of the Killingsworth Addition, being
located at 4300 Bonham Street.
8. Approve the Final Plat of Part of Lot 39 and all of 45, 46, 47 48, 49, City Block 160 of
the Bedford Addition, being located at 929 S.E. 3 d Street.
9. Approve the Final Plat of Lot 1, Block A of the Stephens 195 Addition, being located in
the 3900 Block of FM 195.
10. Approve an extension to the lease agreement between City of Paris and Paris Gun Club.
11. Approve a Resolution Authorizing a Joint Election Agreement between the City of Paris
and Paris Independent School District.
12. Approve a Resolution Calling a Special Election by the Qualified Voters of the City of
Paris, Texas on May 4, 2019 on the Question of Designating the Making of Renovations
and Other Improvements to the City's Love Civic Center as a Venue Project; Approving
an Increase in the Hotel Occupancy Tax in the City and Designating Methods of
Financing for the Venue Project in accordance with Chapter 334, Texas Local
Government Code, as Amended; Providing for Election Day Voting and Early Voting;
Designating Polling Places; Appointing Election Officials; Providing for Notice of the
Election; Authorizing an Agreement with the Lamar County Elections Administrator for
Election Services; Appointing an Early Voting Ballot Board; Finding and Determining
that the Meeting at which this Resolution was Passed Complied with the Texas Open
Meetings Act; Making Other Findings and Provisions Related to the Subject; and
Providing an Effective Date.
13. Approve a Resolution amending and authorizing execution of a Contract for Elections
Services with the Lamar County Elections Administrator, to include a Special City -Wide
Election.
Regular Agenda
14. Conduct a public hearing, discuss and act on an Ordinance re -adopting Article III Curfew
Regulations for Children, Chapter 21 of the Code of Ordinances of the City of Paris,
Texas.
15. Discuss and act on an Ordinance Adopting Amendments to the "Design Standards for the
Historic Districts.
16. Discuss and act on an Ordinance Amending Section 12-5, "Seniority Pay," of Chapter 12,
"Fire Prevention and Protection," of the Code of Ordinances of the City of Paris.
17. Discuss and act on an Ordinance Amending the Traffic Control Map adopted in Section
31-65(b), of the Code of Ordinances of the City of Paris; to Change Traffic Flow on 2nd
Street S.W. and N.W. from West Sherman Street to West Houston Street from a One -
Way to a Two -Way Street; Making other findings and provisions related to the subject;
providing a repealer clause, a severability clause, a savings clause, a penalty clause; and
providing an effective date.
18. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
19. Adjournment.
