1. Johnny Norris called the Building and Standards Commission Meeting to order at
3:30 P.M.
Roll was called.
A. The following members were present:

2. Approval of minutes from previous meeting. (November 19, 2018)
Motion made by Mike Folmar, seconded by Matthew Allen to approve minutes.
Motion carried unanimously. 5-0
3. Public Hearing to consider presentations by City of Paris Code Inspectors and
owner(s) and/or lien holder(s) of the below properties who have been given notice of
a violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris,
Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures;"
Article II of Chapter 17, entitled "Control of Weeds, Junk, and Other Objectionable,
Unsightly, or Unsanitary Matter of Private Premises;" Chapter 1-6 of the Code of
Ordinances of the City of Paris, Paris, TX:
A. 1459 W Kaufman; Talkington-Hodge Addition Block 1, Lot 3A-4, 20' of 5
Owner: Jacqueline & Darren Cunningham, 820 401h SE, Paris TX 75462
Robert Talley stated owner is present. Missing wood/siding; roof covering
deteriorating. Missing/deteriorated wood along front of roofline. Foundation
damage. Owner wants to repair structure.
Robert Talley's recommendation: Repair within 90 days or back to BSC.
Owner:
Stated property is childhood home of his wife. Has roof repair permit; during that
repair noticed damage to side of house and boarded that up. Would like 3 months
to complete repairs.
Discussion:
In 90 days, owner believes can get majority of repairs done.
Motion made by Johnny Norris, seconded by Mike Folmar to give owner 90 days
to complete repairs. Motion carried 4-1. Ken Kohls voted no, stating doubts
work can be completed in 90 days.
B. 47 12t1 SE; City Block 103-A, Lot 17'
Owner: Glenda Wise, 4235 Lakeshore Dr, Paris TX 75462
Robert Talley stated no contact with property owner, but contact with attorney Mr.
Clem. Stated owner would like 90 days to repair structure. Hole in wrap-around
porch roof, bottom boards have fallen off. Also hole in roof inside house.
Robert Talley's recommendation: Repairs within 90 days or back to BSC.
Motion was made by Ben Vaughan, seconded by Matthew Allen to accept
Robert's recommendation. Motion carried unanimously. 4-1. Ken Kohls
voted no; doesn't believe repairs will be done.
C. 233 18t1 NW; Westview Addition Block A, Lot 4-B
Owner: William Cupit, 1305 Lamar Ave Ste D, Paris TX 75460
This property will be rescheduled for the next BSC meeting. Property has been
sold.
D. 1831 Maple; Warren Addition Block 1, Lot 25
Owner: Stacy Cunningham, 965 341h NW, Paris TX 75460
Robert Talley stated no contact with owner. House in good shape. Broken
windows; unsecure.
Robert Talley's recommendation: Secure and repair windows within 30 days
or back to BSC.
Motion made by Johnny Norris, seconded by Ken Kohls to accept Robert's.
Motion carried unanimously. 5-0
4. Code Enforcement update.
No update.
Determined questions can be asked about answers/responses from previous meetings'
minutes.
5. Adjournment.
Motion was made by Ben Vaughan, seconded by Ken Kohls to adjourn the meeting
at 3:52 pm. Motion carried unanimously. 5-0
