MINUTES OF THE REGULAR CITY COUNCIL MEETING
OF THE CITY OF PARIS, TEXAS
February 11, 2019
The City Council of the City of Paris met for a regular session at 5:30 p.m. on Monday,
February 11, 2019, at the City Council Chamber, 107 E. Kaufman, Paris, Texas.
Present: Mayor: Steve Clifford

Call meeting to order.
Mayor Clifford called the meeting to order at 5:30 p.m.
2. Invocation.
Finance Director Gene Anderson gave the invocation.
3. Pledge of Allegiance.
Council Member Hughes led the pledge.
4. A. Citizens' Forum.
No one spoke.
B. Proclamation declaring the month of February as Children's Dental Health Month.
Mayor Clifford read the proclamation and presented it to Dr. Scott.
C. Proclamation declaring the month of February as "Operation F.E.I.S.T.Y. Force."

Mayor Clifford read the proclamation and presented it to Ms. Debb Fleming and student
Anna Grace Blassingame.
Consent Al,,enda
Mayor Clifford inquired of Council Members if they wished to pull any items from the
consent agenda for discussion. There being none, a Motion to approve the consent agenda was
made by Mayor Clifford, and seconded by Council Member Pilgrim. Motion carried, 6 ayes — 0
nays.
5. Approve minutes from the meeting on January 28, 2019.
6. Receive reports and/or minutes from the following boards and commissions:
(a) Building & Standards Commission (11-19-2018)
(b) Paris Visitors &. convention Council (12-17-2018)
(c) Planning & Zoning Commission (1-7-2019)
7. Approve the Final Plat of ''Lots 1, 2, Block A, of the 'Killingsworth Addition, being
located at 4300 Bonham Street.
8. Approve the Final Plat of Part of Lot 39 and all of 45, 46 47, 48, 49, City Block 160 of
the Bedford Addition, being located at 929 S.E. 3rd Street.
9. Approve the Final Plat of Lot 1, Block A of the Stephens Addition, being located in the
3900 Block of FM 195.
10. Approve an extension to the lease agreement between City of Paris and Paris Gun Club.
11. Approve RESOLUTION NO. 2019-006: A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF PARIS, TEXAS, APPROVING A JOINT ELECTION
AGREEMENT BETWEEN THE CITY OF PARIS AND PARIS INDEPENDENT
SCHOOL DISTRICT FOR THE MAY 4, 2019 ELECTION DATE; MAKING OTHER
FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING
AN EFFECTIVE DATE.
12. Approve RESOLUTION NO. 2019-007: A RESOLUTION CALLING A SPECIAL
ELECTION BY THE QUALIFIED VOTERS OF THE CITY OF PARIS, TEXAS ON
MAY 4, 2019 ON THE QUESTION OF DESIGNATING THE MAKING OF
RENOVATIONS, REPAIRS AND OTHER IMPROVEMENTS TO THE CITY'S
LOVE CIVIC CENTER AS A VENUE PROJECT, APPROVING AN INCREASE IN
THE HOTEL OCCUPANCY TAX IN THE CITY AND DESIGNATING METHODS
OF FINANCING FOR THE VENUE PROJECT IN ACCORDANCE WITH CHAPTER
334, TEXAS LOCAL GOVERNMENT CODE, AS AMENDED; PROVIDING FOR
ELECTION DAY VOTING AND EARLY VOTING; DESIGNATING POLLING

THE ELECTION; AUTHORIZING AN AGREEMENT WITH THE LAMAR COUNTY

EARLY VOTING BALLOT BOARD; FINDING AND DETERMINING THAT THE
MEETING AT WHICH THIS RESOLUTION WAS PASSED COMPLIED WITH THE
TEXAS OPEN MEETINGS ACT; MAKING OTHER FINDINGS AND PROVISIONS
RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE.
13. Approve RESOLUTION NO. 2019-008: A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF PARIS, TEXAS, AUTHORIZING AND APPROVING AN
AMENDED CONTRACT BETWEEN THE CITY OF PARIS AND THE LAMAR
COUNTY ELECTIONS ADMINISTRATOR TO ASSIST, COORDINATE,
SUPERVISE AND HANDLE CERTAIN ASPECTS OF ADMINISTERING THE
GENERAL AND SPECIAL ELECTIONS FOR MAY 4, 2019, FOR THE CITY OF
PARIS; MAKING OTHER FINDINGS, AND PROVISIONS RELATED TO- THE
SUBJECT; AND DECLARING AN EFFECTIVE DATE.

14. Conduct ;a public hearing; discuss and act on ORDINANCE NO. 2019-008: AN
ORDINANCE OF THE CITY COUNCIL ;OF THE CITY OF PARIS,r TEXAS,
READOPTING ARTICLE III, "CURFEW REGULATIONS FOR CHILDREN," OF
CHAPTER 21 OF THE CODE OF ORDINANCES OF THE CITY OF PARIS, TEXAS;
MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT;
PROVIDING A REPEALER CLAUSE, SEVERABILITY CLAUSE, SAVINGS
CLAUSE; AND PROVIDING AN EFFECTIVE DATE.
Chief Hundley explained that a review of the current ordinance was required before the
third year anniversary of enacting the ordinance. In reviewing statistics for the last several years,
he said he said the ordinance has a desired effect of curving juvenile involved criminal activity.
Mayor Clifford opened the public hearing and asked for anyone wishing to speak in
support or against this item, to please come forward. With no one speaking, Mayor Clifford
closed the public hearing.
A Motion to approve this item was made by Council Member Pilgrim and seconded by
Council Member Portugal. Motion carried, 6 ayes — 0 nays.
15. Discuss and act on ORDINANCE NO. 2019-009: AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF PARIS, TEXAS, ADOPTING AMENDMENTS TO THE
"DESIGN STANDARDS FOR THE HISTORIC DISTRICTS OF THE CITY OF
PARIS, TEXAS"; PROVIDING A PENALTY CLAUSE; PROVIDING A SAVINGS
CLAUSE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A REPEALER
CLAUSE; AND PROVIDING AN EFFECTIVE DATE.

City Manager John Godwin said in 2009, the City Council adopted the 2009 Design
Standards, including three changes recommended by the Historic Preservation Commission. Mr.
Godwin explained the HPC had new recommendations which included regulation of alleys,
unique fencing, window and brick repair and restoration in historic structures.
Council Member Pilgrim inquired if there was a wooden fence in the historic district that
needed to be repaired or replaced would that be allowed. Mr. Godwin said it would be allowed,
if there was already a wooden fence at the location.
A Motion to approve this item was made by Council Member Knox and seconded by
Council Member Pilgrim. Motion carried, 6 ayes — 0 nays.
16. Discuss and act on ORDINANCE NO. 2019-010: AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING SECTION 12-5,
"SENIORITY PAY," OF CHAPTER 12, "FIRE PREVENTION AND PROTECTION,"
OF THE CODE 'OF ORDINANCES OF THE CITY OF PARIS, TEXAS; MAKING
OTHER FINDINGS AND PROVISION& RELATED TO THE SUBJECT --PROVIDING
A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE; AND
DECLARING AN EFFECTIVE DATE."
Assistant Fire Chief Thomas McMonigle explained this amendment mirrored the one
adopted for the police department. He said it adjusted seniority pay for firefighters. Mr. Godwin
added that the fire department was about 1 1d2 years behind the .police department. He said it
would have a minor budget impact, because Assistant Fire Chief McMonigle had beenfilling in
since the retirement of Chief Wright.
A Motion to approve this item was made by Mayor Clifford and seconded by Council
Member Portugal. Motion carried, 6 ayes = 0 nays.
17. Discuss and act on ORDINANCE NO. 2019-011: AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING THE TRAFFIC
CONTROL MAP ADOPTED IN SECTION 31-65(b), OF THE CODE OF
ORDINANCES OF THE CITY OF PARIS, TEXAS; TO CHANGE TRAFFIC FLOW
ON 2ND STREET S.W. AND N.W. FROM WEST SHERMAN STREET TO WEST
HOUSTON STREET FROM A ONE-WAY TO A TWO-WAY STREET; MAKING
OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING
A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A
PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE.
Mr. Godwin said converting West 2nd Street to two-way traffic was step three in
converting several of the one-way streets in downtown Paris.
A Motion to approve this item was made by Council Member Portugal and seconded by
Council Member Knox. Motion carried, 6 ayes — 0 nays.

18. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
Mr. Godwin reminded everyone that February was Heart Health month.
19. Adjournment.
There being no further business, a Motion to adjourn was made by Council Member
Hughes and was seconded by Council Member Portugal. Motion carried, 6 ayes — 0 nays. The
meeting was adjourned at 5:50 p.m.
