AGENDA
1. Glee Emmite called the meeting to order at 4:35 PM in the Paris City Council Chambers.
2. January minutes — Minutes were emailed earlier to all board members and were available on the monitors for
viewing. A motion to approve the January 8, 2019 minutes was made by Laurie Redus, second by Jane Helberg,
motion carried.
3. Committee Discussions
• Economic Vitality — Kevin Ashmore had no new updates to report. Hopefully, his committee can meet in the
next couple of weeks.
• Promotions — John Brazile was not present to report. Cheri Bedford will include promotions information in the
Main Street coordinator report.
• Organization — Laurie Redus will meet with Cheri Bedford in the next couple of weeks to create an event on
SignUpGenius to enlist volunteers for Wine Fest, April 13, 2019.
• Design — Glee Emmite, HPC Liaison, reported that they would like to create an organization for the residents
living downtown in the historic district and include a "meet and greet" for them. HPC would like to print an
informational brochure for perspective residents and/or individuals interested in purchasing property in the historic
district.
• PDA — Glee Emmite reported that PDA will meet the following day in the council chambers to discuss ideas and
ways to support the mini golf challenge in downtown the weekend of March 15-16.
• Chamber and V&CC — Becky Semple reported that Nancy Anderson is looking for a large, enclosed and air
conditioned building/arena for a dog show. The 4 day show would be profitable for Paris. • NE Texas Visitors
Guide is now available with Paris being listed in several places.
4. Main Street Managers Report — Cheri Bedford reported the following.
• Daryl Felsberg was pleased with the numbers from the Comedy Festival and plans to continue next year.
Comedians and patrons were pleased.
• Promotions committee has planned the Mini Golf Challenge downtown 5-8 PM, March 13'` and 11AM-5 PM,
March 16th . Eighteen businesses will set up greens. The $5 ticket is valid for the entire weekend with $1 of each
ticket price donated to the Downtown Food Pantry. Restaurants are planning food/drink specials as well.
• Wine Fest is planned for April 13'b . All of the locations and wines have been secured with 9 food vendors already
booked. The event is on FaceBook, and tickets are available online only at pariswinefest.com.
• The City of Paris applied and received a $250,000 grant from Texas Capital Fund for improvements on Main
Street between the Plaza and past the courthouse. The City matches the grant with $75,000. The work coordinates
with the plans of the Toole Design Firm adopted by the city.
• Planting trees is a part of revitalization of downtown. A plan was presented and approved by the city council to
plant 32 trees, and all have been sold except 4 trees. Cheri Bedford presented an overview of the interactive maps
on paristexas.gov that shows the exact location of the new trees and ones still available for sale. Other features of
the interactive map program were noted.
• Several properties are available for sale/rent downtown including properties by Janet Green and Nancy Anderson.
• Five grants are ready to be presented. Two are from Main Street BIG, and three are from the Historical
Preservation Committee.
• Second Street SW and NW has been returned to a two-way street for the benefit of downtown.
• Farmers Market promotions are underway. Laura Graves, a director of 4-H at Texas Department of Agriculture
Extension office, will be helping promote children's programs and contests at the Farmers Market that opens May
4''. Cheri Bedford encouraged board members to attend the 2019 opening.
• The Paris City Council approved the mural ordinance which details new requirements and restrictions.
• Paris Bakery opened at its new location. The Blind Pig, a new business, will open in March.
• Cheri Bedford will attend the National Main Street Conference in Seattle March 23-28. Texas will host the
conference in 2020. The Main Street board will make a short video to be shown in Seattle as part of the welcome to
Texas in 2020.
• Texas Furniture will be awarded the 50 Year Texas Treasure Award at the City Council meeting March 11".
• Church Street is still under construction.
5. Jane Helberg made a motion to adjourn, second by Shelley McDowell, motion carried. The meeting was
adjourned at 5:07 PM.
