07 - 2019 TxCDBG Downtown Sidewalks Engineering ServicesItem No. 7
TO: Mayor & City Council
John Godwin, City Manager
FROM: Carla Easton, PE, City Engineer
SUBJECT: 2019 TxCDBG DOWNTOWN SIDEWALKS, ENGINEERING SERVICES
DATE: April 1, 2019
BACKGROUND: In 2018, the City applied for a grant through the Texas Capital Fund
Community Development Block Grant (TxCDBG) - Main Street Program for an amount up to
$250,000 to reconstruct sidewalks in downtown. The proposed project location includes
sidewalks along N Main from Lamar to Price, and along Houston St from N Main to 1St NW.
Professional services for engineering are needed to develop the plans and specifications for the
project.
STATUS OF ISSUE: A request for qualifications for engineering services was advertised and
three firms responded. Each submittal was evaluated in accordance with the state procurement
procedures, and Hayter Engineering Inc. (HEI) was selected as the most qualified firm.
The grant amount available for engineering services is $55,000, and includes design, bidding and
construction management services. HEI has provided satisfactory services on past projects under
the TxCDBG program for the City.
BUDGET: The grant requires a 30% match by the City in the amount of $75,000, for a total
proposed project cost of $325,000. Funds are designated in the 2018-19 grant fund budget.
RECOMMENDATION: Authorize the City Manager to execute a contract for professional
engineering services with Hayter Engineering Inc. (HEI) for the TxCDBG-Main Street Project.
