Johnny Norris called the Building and Standards Commission Meeting to order at 3:30 P.M. Roll was called. A. The following members were present: Matthew Allen Johnny Norris Ben Vaughan Ken Kohls B. Staff present: Robert Talley Thomas McMonigle Debra Burge C. Others present: Amy Taylor Lewis Clark 2. Approval of minutes from previous meeting. (February 18,2019) Motion made by Ben Vaughan, seconded by Matthew Allen to approve minutes. Motion carried unanimously. 4-0 3. Public Hearing to consider presentations by City of Paris Code Inspectors an owner(s) and/or lien holder(s) of the below properties who have been given notice a violation of Article III of Chapter 7 of the Code of Ordinances of the City of Pari, Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures; Article 11 of Chapter 17, entitled "Control of Weeds, Junk, and Oth Objectionable, Unsightly, or Unsanitary Matter of Private Premises;" Chapter 1-1 Chapter 11.5 of the Code of Ordinances of the City of Paris, Paris, TX: A. 1575 34th NE; City Block 318, Lot 9 & PT 8 Owner: Clyde Taylor Jr & Felicia Wicks, 3420 Graham, Paris TX 75460 Robert Talley stated been in contact with family member of owner. Owner is deceased. Family member (Amy Taylor) is present today, and has inspected property. Two structures at this address. Main structure is unsecure; holes in roof, leaking water; black mold throughout inside. Smaller structure has holes in roof, evidence inside of roof leaking. Floor is rotted out from water damage. Robert Talley's recommendation: Declare a nuisance, demo of both structures within 30 days, or city has right to do so. Motion made by Johnny Norris, seconded by Ken Kohls to accept Robert Talley's recommendation. Motion carried unanimously. 4-0 D. 503 & 519 Tudor; City Block 72, Lot 6, 7, 8 Owner: Charles Burton, Lewis Clark, Stanley Davis, 305 Birch St., Hendrix OK 74741 Robert Talley stated brought before BSC last year. Owner, Lewis Clark, is present today. Tenant at that time, Rodney Thomas, cleaned up property. Same tenant has again accumulated junk, rubbish, junk vehicles, and brush. Robert Talley's recommendation: Declare a nuisance. All junk, rubbish, junk vehicles, and brush cleaned up in 30 days, or city has right to do so. Discussion: Is a business being run out of this location? Yes. Tenant is telling people he repairs cars, which are being brought to this location. Zoning? Two-family residential. Owner: Lewis Clark, 305 Birch St, Hendrix OK Have cleaned up quite a lot today. Will be able to complete within 30 days. (Also, working with Robert Talley on eviction process.) Motion made by Ben Vaughan, seconded by Ken Kohls to accept Robert Talley's recommendation. Motion carried unanimously. 4-0. B. 420 14' NW; City Block 230, Lot 7 Owner: Keith Jackson, PO Box 414, Blossom TX 75416 Robert Talley stated no contact with owner. Structure is unsecure. Roof covering beginning to peel off. Profanity graffiti on outside. Deterioration inside from roof leaking. Hole in roof. Holes in floor inside. Robert Talley's recommendation: Declare a nuisance, demo within 30 days, or city has right to do so. Motion made by Ben Vaughan, seconded by Ken Kohls to accept Robert Talley's recommendation. Motion carried unanimously. 4-0. C. 804 1111 NE; Belmont Addition Block 10, Lot S70' of 21-22 Owner: Michael & Tina Gentry, 920 Sherwood, Paris TX 75462 Robert Talley stated no contact with owner. Front door is ajar, but won't open due to house sinking and pressure from roof sagging. Siding curling up from foundation sinking. Roof in back beginning to collapse. Robert Talley's recommendation: Declare a nuisance, demo within 30 days, or city has right to do so. Motion was made by Johnny Norris, seconded by Ben Vaughan to accept Robert's recommendation. Motion carried unanimously. 4-0. 4. Code Enforcement update. Will mail out code enforcement spreadsheet asked for in last meeting. Bonham St. property; have reached owner. Planning to complete demo this week. 260 S Main is going to tax sale first of April. Using residential buildings for storage allowed? Yes, unless it's a fire hazard. 5. Adjournment.
