Discussion and action was taken on the following Certificates oaf Appropriateness. IM 1 A motion was made by Commissioner Dux to recuse Commissioner Emmite to present her rehabilitation project, seconded by Commissioner Coyle. Motion carried. above the transom windows, which will be removed to expose the original brick. Transom windows remain intact and will be restored. Below the canoplv- there �rvdans to rehabilitate the lower levelfa!�ade. This includes two doors on either side ofa display window, one leading to an upper story loft on the right, and the left leading into the storefront. Doors will be made ofwood. Mrs. Emmite then described her rearfagade improvements, The windows in the rear of the property on the secondfloor will be replaced with a two over two double hung aluminum clad wooden window. The bottomfloor window is intact and will be restored to use. In place of the existing doors, two new mahogany doors will be built, and transom windows and a small rain canopy will be added. Mrs, Emmitefielded questionsfrom the commission about the project. Hearing no other questions Commissioner Dux calledfor a motion. Commissioner Coyle made a motion to approve theJaVade improvements as presented as all restorations meet the design requirements listed in the Design Standardsfor Paris Historic Commercial District. Motion was seconded by Commissioner Lazar, motion carried- unanimous 4. Discussion and action was taken on a fagade grant for 127 Lamar Avenue. A motion was made to approve a $2500 fagade grant to Mrs Emmite for the rehabilitation of the fagade of 127 Lamar by Commissioner Vandiver, seconded by Commissioner Hider, Motion carried- Unanimous A motion was made to return Commissioner Emmite back to the commission by Commissioner Hider, seconded by Commissioner Vandiver, motion carried. 5. The commission reviewed buildings or structures located at A. 1575 NE 30 & B. 420 NW 14a'. A motion was made determining these structures cannot be rehabilitated and designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City Council of the City of Paris by Commissioner Coyle, seconded by Commissioner Vandiver, motion carried unanimously. 6. HPO report Cheri Bedford gave a report: • In-house approved certificates of appropriateness. • Imagine the Possibilities tours logistics- a subcommittee is organized to develop the Imagine the Possibilities tour with more partners. A planning date was set for April 4, 2019 at 4:00p. m. and the commission members include Mike Lazar, Matt Coyle, Linda Vandiver, and Glee Emmite. Commissioner Coyle also suggested we reach out to other partners such as the chamber or realtors and maybe the small business development center. • Historic neighborhood outreach brochure -e subcommittee set a planning date the following commission members are included: Randy Hider, Glee Emmite and Linda Vandiver. The will meet on Monday March 18 at 11: 00 a.m. • The commissioners also discussed the Historic Marker for Bywater Park, the Paris Public Library, and the Market Square Farmers Market. The commissioners agreed they should pursue this designation • Commissioner Coyle requested the Crockett Socrates Students led by Debb Flemming come and share their project on historic markers in downtown at our next meeting - Cheri will contact them to see if they can attend. 7. Hearing no other items commissioner Dux called for a motion to adjourn at 4:50 p.m. Commissioner Coyle made the motion, seconded by Commissioner Lazar motion carried. � 019
