Minutes of Regular Meeting
Paris - Lamar County Board of Health
The Paris - Lamar County Board of Health held a regular meeting at 5:30 p.m. on Monday, January 22nd, 2019.
Board members in attendance were Mr. Bill Collins, Dr. Marc White, Dr. Ross Williams, Mrs. Connie Stauter, and Mrs. Nancy
Stallings. Also, in attendance were Mrs. Gina Prestridge and Ms. Cheryl King. Not in attendance were Dr. Eric Salzman and Dr. Jay
Carpenter.
Mr. Collins called the meeting to order in open session at 5:35 p.m.
Mrs. Stauter made the motion to approve minutes from prior meeting and was seconded by Dr. White. Motion carried, 5 ayes, 0
nays.
Mrs. Prestridge advised the board that the executive session was to discuss (if needed) the performance evaluations for the
Medical Director and Executive Director. Mr. Collins advised the evaluations would be discussed in open court and the executive
session could be cancelled.
Mrs. Prestridge advised that she sent the food inspector to Tyler to the regional meeting and they are using a form called Mobile
Food Unit Variance. The problem with mobile food units is 1) we never know where they are, 2) problems with the owners preparing
the food at their house and then transporting it back to the unit and you never know what temperature it was cooked at, transported
at, if they made an hour stop to purchase more groceries. All kinds of problems can arise, we did not permit the home so it could
become contaminated. Also, there is limited storage room in the refrigerators in the trucks, so food needs to be purchased daily or
the next day. The form will require the food truck owner to complete and list their water source and liquid waste location as well as
stating that all food is prepared and cooked in the mobile unit, all food items will be stored in the unit at all times, and all food items
will be bought from local grocery stores daily, and will only be allowed to be stored in this unit overnight if the unit is continually
running so that food temperatures may be maintained properly. The owner of the food truck will sign along with the inspector. The
form has been put on the Paris -Lamar County Health District webpage. If the owner is caught cooking the food at home and/or
transporting cooked food then we can pull this signed form and we can then pull their permit and they will have to go through the
entire inspection process again. Tyler mandates all food truck to have GPS trackers on every truck so they can track them at all
times. The Mobile Food Unit Variance form will be completed annually at the time of their inspection.
Mrs. Prestridge advised that the Inter -local agreement was approved and signed in 2014, stating the City and the County would
contribute $75,000 annually for 3 years then the amount would be negotiated. In 2018, Mrs. Prestridge contacted County Judge
Chuck Superville and City Manager John Godwin and asked if we could continue with the $75,000. level funding and both advised
yes. John Godwin advised that we do not have to bring the inter -local agreement back to the City again and he budgets the level
funding yearly. Judge Superville is no longer the Judge, so Judge Brandon Bell may require for the inter -local agreement to be
updated in June or July. John Godwin said that he was willing to go with Mrs. Prestridge to talk with Judge Bell if he would like to
discuss the agreement.
Mrs. Prestridge advised we are in the middle of our single audit with McClanahan & Holmes and we will have the results by the next
meeting.
Mrs. Prestridge advised the Paris -Lamar County Health District got a $6,000.00 donation from a doctor's daughter and she raised
some funds to do dermatology tests. The epidemiologist grant is extended until 2021. Mrs. Prestridge wrote for a $500,000.00
Texas Healthy Community Grant for chronic disease prevention for the next five years. If awarded then we can hire a full-time and a
part-time employee to do chronic disease self-management classes and diabetes education.
Mrs. Prestridge advised that she has written for DSRIP Grants since 2014 and has been awarded $220,088.00 in 2014,
$217,688.00 in 2015, $214,238.00 in 2016, $210,675.00 in 2017, and $213,300.00 in 2018 and is expected to receive $390,000.00
during 2019 and approximately another $400,000.00 in 2020. The 2019 award amount will be split and received around the first of
February and the first of August. Mrs. Prestridge advised that the current project seeks to increase primary care clinic volume of
visits and evidence of improved access for patients seeking services by a 20% increase over the baseline of 2,541 in 2013 and as
of today the clinic has seen an increase of 48.5%.
Mr. Collins signed the Public Information Requests for Golden China, McDonalds, Save -A -Lot, and Kwik Check,
Ms. Prestridge advised the board on the following monthly report(s):
• November and December reports —
o WIC served 1,150/1,117 clients and 101/72 drive thru clients
o Health Department served 347/433 clinical clients
o Issued 15/13 restaurant permits and 1/4 complaints
o Issued 10/8 septic permits and 2/1 complaint
o Reported 0/0 rabies cases.
• Total liability and equity is approximately $1,350,000.
The board members completed the annual employee evaluations for Dr. Amanda Green, Medical Director and Gina Prestridge,
Executive Director. Mr. Collins stated that Dr. Green and Mrs. Prestridge go above and beyond the required job duties and therefore
the board voted to give Mrs. Prestridge a grant writing bonus in 2016 for $6,500.00 due to the amount of grants she had written for
and received. Mrs. Stallings made the motion to give Gina Prestridge another one-time grant writing bonus of $7,600.00 for the
amount of grants she continues to be granted and was seconded by Mrs. Stauter. Motion carried, 5 ayes, 0 nays
The next regular meeting will be on or before February 19th, 2019, at 5:30 p.m. at the Paris -Lamar County Health District.

Mrs. Stauter made the motion and was seconded by Mrs. Stallings for the meeting to be adjourned at 6:23 p.m. Motion carried, 5
ayes, 0 nays.
