Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, May 13, 2019. The meeting will be held at the City Council
Chamber, 107 E. Kaufinan Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personal appeals are not appropriate for citizens' forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas
Government Code regarding any item on this agenda.
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Approve minutes from the meeting on April 22, 2019.
6. Receive reports and/or minutes from the following boards and commissions:
a. Paris Economic Development Corporation (3-19-2019)
b. Paris Public Library Advisory Board (3-20-2019)
c. Paris -Lamar County Board of Health (1-22-2019)
d. Planning & Zoning Commission (4-1-2019)
e. Airport Advisory Board (3-21-2019)
7. Approve the Final Plat of Lots 1, 2, and 3, Block A (City Block 186) of the Paris
Pregnancy Care Addition, located at 425 E. Houston.
Approve a Resolution finding that Oncor Electric Delivery Company LLC's Application
for Approval to Amend its Distribution Cost Recovery Factor pursuant to Texas
Administrative Code § 25.243 to increase distribution rates within the City should be
denied; finding that the City's reasonable rate case expenses shall be reimbursed by the
Company; finding that the meeting at which this Resolution is passed is open to the
public as required by law; requiring notice of this Resolution to the Company and legal
counsel.
9. Authorize the City Manager to execute a professional services agreement for grant
application and administration services with Resource Management Consulting Co. for
the anticipated 2019 TxCDBG FAST grant.
Regular Agenda
10. Conduct a public hearing, discuss and act on an Ordinance considering the petition of
Adam Bolton for a change in zoning from an Agricultural District (A) to a Two -Family
Dwelling District (217), in the Newberry Addition CB 167, Block A, Lot 1, located at
2805 S.E. 3rd Street.
11. Conduct a public hearing, discuss and act on an Ordinance considering the petition of the
City of Paris, Texas to update Zoning Ordinance No. 1710 of the City of Paris, Texas,
specifically modifying regulations for residential dwellings minimum square footage.
12. Conduct a public hearing, discuss and act on an Ordinance considering the petition of the
City of Paris, Texas to update Zoning Ordinance No. 1710 of the City of Paris, Texas,
specifically establishing regulations for mobile food units and food truck parks/courts.
13. Conduct a public hearing, discuss and act on an Ordinance considering the petition of the
City of Paris, Texas to update the Subdivision Regulations of the City of Paris, Texas,
specifically establishing requirements for pedestrian sidewalks.
14. Discuss and act on a Resolution authorizing the grant application from the Texas
Department of Agriculture Community Development Block Grant FAST Program, which
provides funds for the purchase of fire and ambulance service vehicle.
15. The Council will consider and take action with respect to adopting a Resolution
canvassing the May 4, 2019 hotel occupancy tax election.
16. Discuss and act on a Resolution Acknowledging the Results of Prior Council Action
Declaring Candidates as Elected to office for Council Districts 4, 5, and 7, as a result of
having been Unopposed for Election to Office; Declaring the Terms of Office; Making
Other Findings and provisions related to the subject; and providing an effective date.
17. Issuance of Certificate of Election; Administer Statement of Elected Officer to Council
Members; and Administer Oath of Office to newly elected Council Members.
18. Election by City Council of Mayor and Mayor Pro Tem to serve the City of Paris for the
next year.
19. Convene into Executive Session pursuant to Section 551.074 of the Texas Government
Code, (1) to deliberate the appointment, employment, evaluation, reassignment, duties,
discipline, or dismissal of a public officer or employees, as follows:
• Annual evaluation of the municipal judge;
• Annual evaluation of the city attorney.
20. Reconvene into Open Session and possibly take action on those matters discussed in
Executive Session.
21. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
22. Adjournment.
