BACKGROUND: Very small homes, popularly called tiny houses, are not a significant issue for
Paris at this point, other than a few owners who have tried to convert storage sheds into homes,
which is not allowed by the building code. Small houses can be built to comply with the codes
however, and very well may be at some point in the future. For this reason addressing tiny
houses was Recommendation 15.16 in the 2018 updated comprehensive plan. One viable use is
for low and moderate income housing, especially as in -fill projects. In some cases, they might
also be used as in -fill projects—if designed to fit in—in an historical area. On the end of the
spectrum, our existing zoning ordinance does not have a minimum size of housing in any of our
residential districts, nor does it prohibit tiny houses, so currently they can be built within any
single family zoning district.
STATUS OF ISSUE: We are therefore first of all proposing to establish minimum sizes for each
of our three single-family zoning districts: SF -1, 1800 SF; SF -2, 1500 SF; and SF -3, 1000 SF
(700 SF with an SUP). Using this common zoning tool, we can better maintain the feel and
integrity of zoning districts. This would also ensure we do not have very small residential
structures showing up within established neighborhoods.
However, as indicated above, small homes can offer a viable alternative for housing to some
owners and renters in Paris. In the proposed ordinance revision, small homes are defined as
those residential structures greater than 700 SF, but less than 1,000 SF. We propose they be
allowed only by SUP, and through one of two means: 1) Stand-alone, one at a time small homes
would be allowed in SF -3, the required SUP allowing the city to deny the zoning in inappropriate
areas while also placing conditions on approval as needed. 2) The other option would be in a
"small home park", very much like a mobile home park, also requiring an SUP. These parks
would be allowed in SF -3, LI, and HI. We believe these provisions allow opportunities to
develop small homes, but only in appropriate and controllable locations and manners.
At its regular meeting of May 6, the planning & zoning commission conducted a public hearing
on this zoning ordinance, and voted 7-0 to recommend its adoption by the city council. No one
spoke either in favor or opposition.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
AMENDING THE CITY OF PARIS CODE OF ORDINANCES BY AMENDING
CHAPTER 14, "FOOD AND FOOD ESTABLISHMENTS" BY CREATING
ARTICLE IV, "FOOD TRUCKS AND FOOD TRUCK PARKS;" BY CREATING A
NEW CHAPTER 28.5, "SMALL HOMES AND SMALL HOME PARKS;" BY
AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS,
TEXAS, AS HERETOFORE AMENDED, TO PROVIDE REGLUATIONS FOR
SMALL HOMES AND SMALL HOME PARKS AND TO PROVIDE
REGULATIONS FOR FOOD TRUCKS AND FOOD TRUCK PARKS;
PROVIDING A REPEALER CLAUSE; PROVIDING A SEVERABILITY CLAUSE;
PROVIDING A SAVINGS CLAUSE; PROVIDING A PENALTY CLAUSE; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of Paris adopted a temporary Zoning Ordinance in 1942, and
ordinances amending the Zoning Ordinance were passed by the City Council in 1945, 1957,
and 1965; and
WHEREAS, additional amendments were added to Zoning Ordinance No. 1710
(April 12, 1965) during 1971 through 1987 and 2012 and in 2016-2019; and
WHEREAS, much of the Paris Zoning Ordinance is outdated, and therefore does not,
in certain instances, reflect current and appropriate American zoning practice; and
WHEREAS, the City of Paris staff and officials desire to partially update and amend
portions of Zoning Ordinance No. 1710 to aid in the more efficient growth and
development of the City of Paris, Texas; and
WHEREAS, in 2018, City Council adopted a Comprehensive Plan Update (the "CPU"),
which CPU acknowledges the need for zoning and other regulations relating to food trucks
and food truck parks; and
WHERAS, there is a current trend in the United States related to the construction of
very small homes; and
WHEREAS, the city's zoning ordinance and code of ordinances do not currently
address such very small homes; and
WHEREAS, the City Council believes it is in the best interest of the citizens of the
city to adopt regulations for both food trucks and small homes; and

WHEREAS, on May 6, 2019, following notice and publication as required by law, the
Planning and Zoning Commission conducted a public hearing on the proposed amendments
to the City Zoning Ordinance and Chapters 14 of the city's Code of Ordinances as well as the
proposed adoption of a new Chapter 28.5 of said Code of Ordinances, and following said
hearing, made formal recommendation to the City Council to approve the requested
amendments; and
WHEREAS, on May 13, 2017, following notice and publication as required by law,
the City Council of the City of Paris conducted a public hearing on the proposed
amendments to the City Zoning Ordinance and the City Code of Ordinances, and having
considered the recommendations of the Planning and Zoning Commission and the
testimony and evidence introduced at said public hearing, found and determined that
approving the aforesaid amendments would be consistent with the City Zoning Ordinance
and the City Code of Ordinances, and in the best interests of the public health, safety, and
welfare of the citizens of the City of Paris by a vote of _ ayes and _ nays.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this ordinance are hereby in
all things approved.
Section 2. That Code of Ordinances Chapter 14, "Food and Food Establishments,"
shall be amended to add a new Article IV, "Mobile Food Units and Food Truck Parks," to
read as set forth in full as follows:
"ARTICLE IV. MOBILE FOOD UNITS AND FOOD TRUCK PARKS
"Sec. 14-90 Purpose and Intent.
"The purpose of this section is to allow for Mobile Food Units to operate within
the City on private property and City -owned property for a limited period of time. This
section also allows for Food Truck Parks as a principal use. This section does not apply
to push -carts which require appropriate Health District permits and Temporary
Vendor permits. Mobile Food Units operating within the public right-of-way require a
Solicitor's permit and must comply with the operational requirements in this section
and Chapter 24 of this Code.
"Sec. 14-91 Definitions.
"Mobile Food Unit (Food Truck) - An operational motor vehicle and/or enclosed
trailer from which food and associated non-alcoholic beverages are prepared, served
and/or sold on public or private property for a period of time which exceeds 60
minutes or two instances of 30 minutes each day. This definition shall also apply to any

seating, garbage and/or recycling containers, gear or equipment that is associated with
the food truck's operation.
"Food Truck Park (Court) - A property used or developed to accommodate one
or more food trucks as the primary use of the property while possibly accommodating
areas on the property for entertainment or recreational opportunities. Food truck
courts must have a valid certificate of occupancy in addition to all other applicable
permits and inspections, and accommodate all requirements of use.
"Event Center- A facility consisting of multipurpose rooms, outdoor courtyards,
or recreational facilities used for hosting social gatherings such as weddings, parties,
receptions, dances, and festivals.
"Operation Site - The geographic area, not located within a food truck court,
within which the food truck will park, prepare, and sell food and/or associated non-
alcoholic beverages. This also includes areas where the food truck's customers go to
consume food and/or non-alcoholic beverages sold from the food truck. The sale of
merchandise other than food and non-alcoholic beverages shall not be permitted.
"Sec. 14-92 General Requirements.
"(a) A mobile food unit is allowed as a temporary food service operation that
supports a commercial business office or industrial park in approved
locations in the city, and in conformance with the Zoning Ordinance.
"(b) Accessory use only. Mobile food units are prohibited except as an
accessory use supporting the following primary uses:
"(1) Commercial businesses located on lots zoned General Retail (GR),
Commercial (C), Light Industrial (LI) and Heavy Industrial (HI);
"(2) Event centers;
"(3) Municipal parks and recreation facilities;
"(4) School Districts, higher education facilities, corporate office
campuses, and business/industrial parks, at which the mobile food
unit provides service to the students or employees of the hosting
organization; and
"(5) Catering for private events where the mobile food unit is located
on private property and will not adversely affect property access,
traffic flow, or otherwise cause a nuisance to the area.

a. Mobile Food Unit shall be parked a minimum of ten (10) feet from any
structure.
b. Catering operations shall be limited to 9:00 AM to 10:00 PM in
residential areas.
"(c) Temporary in nature. Mobile food units are meant to be open on-site only
on a temporary basis. As such, the following requirements shall be met:
"(1) New connections to city water or wastewater infrastructure are
prohibited;
"(2) New electric meters are prohibited; and
11(3) It shall be unlawful for the owner of a mobile food unit to park the
vehicle overnight at the location of their associated primary use.
"(d) Permit required.
"(1) An annual permit is required for the operation of a mobile food
unit within the City Limits. The owner of the mobile food unit is
responsible for obtaining the permit. First time permit
applications are accepted and reviewed by the office of the
building official prior to commencing any sales from the mobile
food unit.
"(2) Permission letters from the property owner(s) are required for
the mobile food units' proposed locations during the calendar
year. Such letters shall be required with the permit application.
"(3) A copy of the Sales Tax Number for the mobile food unit is
required with the permit application.
"(4) A fee of fifty (50) dollars shall accompany the permit application
to cover the cost of inspections by the building and fire
departments.
"(5) The mobile food unit permit is valid for 12 months from the date
of issuance. Each mobile food unit vendor is responsible for
obtaining a valid permit.
"(6) The building official, in approving or denying such application
shall consider the nature of the use; existing uses in surrounding
areas; noise, dust, light, and traffic generated; health and sanitary
conditions; and compliance with other regulations of this chapter.

The chief building official shall have the right, upon finding that a
hazard or nuisance shall exist by continuing such use, to revoke
any temporary use at any time or to deny any extension. After
which revocation, such temporary use shall immediately cease and
all temporary structures shall be removed within ten days of
notification of such finding.
"(e) Site location criteria.
"(1) Mobile food units shall not locate on public streets.
"(2) Mobile food units shall not be located within fifty (50) feet of a
single family dwelling unit. This measurement shall be taken from
the property line of the dwelling unit to the closest point of the
mobile food unit location.
"(3) Mobile food unit shall not locate in access drives, fire lanes, or
alleys.
"(4) Mobile food units shall not be located on sidewalks in or along the
right-of-way without prior approval from the City. Approval may
be granted if a minimum width of five (5) feet of sidewalk remains
free of any obstructions.
"(5) Mobile food units may not occupy any parking spaces needed for
the minimum required parking for the primary use.
"(6) Mobile food units shall be located a minimum of fifteen (15) feet
from fire hydrants and five (5) feet from any utility box, ADA
accessibility ramp, or building entrance.
"(f) Operational Requirements.
"(1) The mobile food unit shall be in compliance with the Lamar
County Health District regulations and applicable City building
and fire department regulations.
"(2) All signage and identification for the mobile food unit shall be on
or attached to the vehicle. Menu items may be displayed on
sandwich boards which are not attached to the vehicle.
"(3) The hours of operation for any mobile food unit within the city
limits shall be limited to the following days and times:

a. Monday through Thursday, and Sunday: 7:30 AM to 10:00 PM.
b. Friday through Saturday: 7:30 AM to 11:00 PM.
"(4) All food vending transactions shall occur from the vehicle.
"(5) No trash or grease shall be left at the site after departure of the
mobile food unit, except in existing on-site containers specifically
designed for such waste.
"(6) Vehicles, generators, and other equipment shall be maintained so
as to be in operable condition at all times.
"(7) Durable exterior -grade finishes and decorations shall be utilized
for all exterior materials on the vehicle and shall be maintained in
accordance with minimum property, structural and health
standards.
"(8) All Mobile Food Units must park on an improved surface unless
they are located at an approved Food Truck Park and subject to
the Park's conditions.
"(9) No Mobile Food Unit may be located on a vacant lot.
"(10) All Mobile Food Units shall provide self-closing lidded trash
receptacles. The trash receptacle must be placed outside next to
the unit for use by patrons of the unit. The area around the unit
must be kept clean and free from litter, garbage, and debris.
"(11) Any unauthorized connection to the water system and/or
unauthorized dumping of grease into the sanitary sewer system in
conjunction with the operation of a mobile food unit in any
way is strictly prohibited and is unlawful.
"Sec. 14-93 Food Truck Parks.
"(a) The City shall allow for Food Truck Parks as an acceptable land use in
accordance with Section 8 of the Zoning Ordinance. A Food Truck Park shall
be allowed by Specific Use Permit (SUP) in the General Retail (GR),
Commercial (C), Light Industrial (LI) and Heavy Industrial (HI) zoning
districts. A Food Truck Park shall be considered a primary use on a
property and therefore is subject to all development standards applicable
to the zoning of the property, including off-street parking requirements.
All Food Truck Parks shall require a Certificate of Occupancy and be

subject to the following requirements:
"(1) All Food Truck Parks shall comply with all applicable regulations of
the Lamar County Health District, adopted building codes,
International Fire Code, this chapter, and all other applicable
federal state and local laws. All Food Truck Parks shall be on legally
platted lots.
"(2) All Mobile Food Units shall be removed from the Food Truck Park
upon closing of the park. If a commissary is provided on-site
and the Mobile Food Unit is approved to use the site's
commissary, then the Mobile Food Unit will not have to be
removed from the site each day.
"(3) On-site Manager: There must be a designated manager of the site
that is responsible for the orderly organization of Mobile Food
Units, the cleanliness of the site, and the site's compliance with all
rules and regulations during business hours.
"(4) Utility Service Required: Each site at the food truck court on which a
food truck will be located and operated shall be provided hookups
for electricity and potable water. Each individual food truck is not
permitted to operate a generator at the site unless emergency
circumstances necessitate the need for the use of a generator
on a temporary basis not to exceed two hours within any given six
hour period of time.
I'M Restrooms: Permanent restrooms located within a permitted
building or structure must be provided on-site within the food
truck court for the use of the food trucks' and the food truck
court's customers, operators and employees. The minimum
number and type of restrooms shall be determined based on the
occupant load of the food truck court. Such restroom(s) must remain
open and available for use at all times during which the food truck c
court is being used. No portable or temporary restrooms shall be
allowed.
"(6) Food Truck Parks may be standalone establishments or may be
located on a property with other permanent uses (i.e. retail
establishments). These properties shall be designed to be able
to accommodate all required development standards for all primary
uses.
"(7) Food Truck Parks that are eligible to sell alcohol may do so

provided they meet the requirements of the Texas Alcoholic
Beverage Code, Texas Alcoholic Beverage Commission and Paris
City Code. Alcohol shall only be sold from a fixed location.
"(8) Mobile Food Units shall not be parked on unimproved surfaces
and at a minimum be parked on compacted gravel base, where
approved by the Planning & Zoning Commission.
9(9) Signs: One on premise sign is permitted at the entrance(s)
identifying the Food Truck Park subject to the sign regulations for
the applicable zoning district. Each Mobile Food Unit may have
attached signage.
"(10) "Distance requirements (property line measurement): A Food Truck
Park shall not be less than 100 feet from another Food Truck Park.
"(11) Food Truck Parks adjacent to single-family zoned or used property
(not including a mixed-use structure), shall provide a screening and
buffering.
"(12) All Food Truck Parks not located in the Central Area District shall
provide off-street parking. Off-street parking may be provided by
way of shared or joint off-site parking arrangements within 1,000
feet of the park.
"(13) Park owners are encouraged to provide for an aesthetically -
pleasing environment which includes shade and seating elements
in addition to pervious groundcover.
"(14) All Food Truck Parks shall comply with the noise regulations in
the City Code.
11(15) All Food Truck Parks shall comply with adopted floodplain
regulations.
"(b) Site Plan Requirements: The site plan required for a Food Truck Park shall
provide the following information for review:
"(1) The land area included within the property, the zoning
classification of adjacent properties, and all public and private
rights-of-way and easements bounding and intersecting the site;
"(2) A legal description of the platted lots of the proposed site and
boundaries thereof,

"(3) The locations of proposed permanent structures on the site and pads
for Mobile Food Units, and identification of proposed outdoor
entertainment locations and fixed seating areas;
"(4) Location, width, and surface material of driving lanes and Mobile Food
Unit pads;
"(5) Location of fire hydrants;
"(6) Dimensions and number of offsite parking spaces;
"(7) Pedestrian walks, patios, an open areas for use by tenants or the
public;
"(8) Location, height, and materials of all screening mechanisms;
"(9) Location, size, height, and orientation of all lighting and signs;
"(10) Location and number of provided seating and eating areas;
"(11) Location and screening of refuse containers, mechanical equipment,
and outside storage;
"(12) All proposed phasing of the park (if applicable);
"(13) Location, height, separation of buildings, including restrooms;
"(14) Location, size, and type of water and sewer services;
"(15) Location of electrical services;
"(16) Location and type of electrical outlets provided for each
corresponding pad site;
"(17) Any other items required by the Planning and Zoning Commission and
the City Council."
Section 3. The Code of Ordinances of the City of Paris, Texas is hereby amended by
adding a new Chapter 28.5, "Small Homes and Small Home Parks," to read in its entirety as
follows:

"Chapter 28.5—SMALL HOMES AND SMALL HOME PARKS
"Small home means a cottage or bungalow consisting of a single story, construct
with a permanent foundation, and meeting all other requirements of the building codes
place at the time of its construction, unless otherwise provided herein. Small homes sh
be a minimum size of 700 square feet and may not exceed 999 square feet in size.
"Small home park means a residential land use in which multiple small homes as
defined herein are placed on a single lot approved under the city's subdivision regulations.

"Small homes shall be permitted only within the Single Family -3 (SF -3) zonirfl,
district with a specific use permit (SUP) or as part of a small home park, which may

allowed within the SF -3, Light Industrial (LI), and Heavy Industrial (HI) zoning distri

"Sec. 28.5-16 Site plans.
"A developer of a small home park shall submit a preliminary site plan showing
shape, area and size of the site, distance to street intersections, north point, general
topography, location and grouping of lots and accessory buildings, walks, streets,
driveways and parking areas. Exhibits to the site plan must be sufficient to permit a

appropriate zoning for the Small Home Park, the developer shall submit a final site plan for
the development of the property showing, in addition to information required on the
preliminary plan, the location, extent and nature of all improvements, both permanent and
temporary, proposed on the property, including a complete grading and drainage plan
showing existing and proposed contours, including those on adjacent properties, finished
floor pad elevations, and all existing and proposed drainage structures and contours.
"The density of the park shall be no less than five (5) or more than twelve (12) Small
Home units per gross acre of land. The minimum size of each lot shall be 5,000 square feet.
The distance from the line or corner of any residential structure to that of any other

residential structure on the opposite side of a street shall be a minimum of thirty-six (36)
feet. No building corner shall be located closer than twenty (20) feet to a dedicated public
street or right-of-way.
"Sec. 28.5-18 Water and sewer.
"The provision of water and sanitary sewer connections to each pad site shall be the
responsibility of the developer; the city shall only be responsible for providing wet utilities
to the property line. Engineering plans for water and sanitary sewer shall be approved by
the city and all requirements of the city shall be complied with. All utilities shall be
installed underground.
"Sec. 28.5-19 Parking requirements.
"Parking shall be provided at a ratio of two parking spaces for each home lot and
shall be located adjacent to the home being served.
"Sec. 28.5-20 Street and other related requirements.
"(a) "No direct access to public streets shall be allowed from individual pad sites.
Access into and out of the park shall be designed such that outside traffic will
be prevented or discouraged from passing through the park.
"(b) Drainage and garbage collection rights-of-way, fire lanes, and utility
easements shall be provided as required by the city. This may be
accomplished by making all drives within the project easements for vehicular
access and service.
"(c) Streets shall be provided on the site where necessary to furnish principal
traffic ways for convenient access to all homes and other important facilities
on the property. Streets shall be privately owned and maintained. The street
system shall be designed with blocks of proper size and shape to provide
desirable home lots and to reduce excessive length of street construction
without impairing convenient circulation and access by normal traffic and
emergency vehicles.
"(d) The street system shall provide convenient circulation by means of minor
streets and properly located collector streets. Closed ends of dead-end
streets shall be provided with adequate paved vehicular turning or backing
space. A turning circle shall be at least eighty (80) feet in diameter.
"(e) Streets shall intersect as near as possible at 90 -degree right angles, and no
street shall intersect at less than 75 degrees. Intersections of more than two
streets at one point shall be avoided.

"(f) All internal driveways, entrances, service drives and parking areas not
required for fire apparatus access shall have a minimum surfacing of four -
inches of crushed stone (maximum pi of 12), gravel, or other appropriate
durable material compacted to maximum practical density and two coats of
penetration asphalt and shall have a four -inch high 30 -inch wide raised curb
and gutter of concrete. All drive areas intended to provide fire access shall
be asphalt or concrete to be approved by the city engineer. The developer
shall bear the total costs and maintenance of all such improvements,
including curb and drainage structures that may be necessary.
"Sec. 28.5-21 Screening fence required.
"A screening fence with a minimum height of six (6) feet shall be provided along all
property lines not exposed to a dedicated public street as indicated on the development
site plan. This requirement can be waived if natural or man-made physical features create
an adequate separation.
"Sec. 28.5-22 Commons area required.
"A commons area equal to not less than eight percent (8%) of the gross area of the
Small Home Park shall be devoted to recreational facilities, commonly accessed public
spaces such as trails and common lawns, and shall generally be provided in a central
location."
Section 4. The City of Paris Zoning Ordinance No. 1710 Sec. 8-101, "Primary
Residential Uses," shall be amended as set forth in Exhibit A„ which is incorporated by
reference as if fully set forth herein.
Section 5. The City of Paris Zoning Ordinance No. 1710 Sec. 8-106, "Retail and
Service Type Uses," shall be amended as set forth in Exhibit B,, which is incorporated by
reference as if fully set forth herein.
Section 6. The City of Paris Zoning Ordinance No. 1710 Sec. 8-201 in Sec. 8-200,
"Special Definitions and Explanations Noted in Use Regulations," shall be amended by
adding items 96-99 as set forth below:
"96. Mobile Food Unit (Food Truck)—An operational motor vehicle and/or
enclosed trailer from which food and associated non-alcoholic
beverages are prepared, served and/or sold on private property for a
period of time which exceeds 60 minutes or two instances of 30
minutes each day. This definition shall also apply to any seating,
garbage and/or recycling containers, gear or equipment that is
associated with the food truck's operation.

"97. Food Truck Park (Court)—A property used or developed to
accommodate one or more food trucks as the primary use of the
property while possibly accommodating areas on the property for
entertainment or recreational opportunities. Food truck courts must
have a valid certificate of occupancy in addition to all other applicable
permits and inspections, and must accommodate all requirements of
use.
"98. Small Home—A cottage or bungalow consisting of a single story,
constructed with a permanent foundation, and meeting all other
requirements of the building codes in place at the time of its
construction, unless otherwise provided in Chapter 28.5 of the Code
of Ordinances. Small homes shall be at a minimum 700 square feet in
size and may not exceed 999 square feet in size.
"99. Small Home Park—A residential land use in which multiple small
homes as defined herein are placed on a single lot approved under the
city's subdivision regulations."
Section 7. "(3) Minimum sizes of residential structures
"(a) Residential structures in SF -1 shall be a minimum size of 1,800 square
feet.
"(b) Residential structures in SF -2 shall be a minimum size of 1,500 square
feet.
"(c) Residential structures in SF -3 shall be a minimum size of 1,000 square
feet; however, a structure with a minimum size of 700 square feet
may be allowed in SF -3 with an SUP.
"(d) In no case may a structure of less than 700 square feet of interior area
be constructed or occupied in the city."
Section 8. The City of Paris Zoning Ordinance No. 1710 Sec. 12-100, "Specific Use
Permits," to add subsections 57--59 to read as follows:
"(57) Food Truck Parks in the GR, C, LI, and HI zoning districts.
"(58) Small Homes in SF -3 zoning district.
"(59) Small Home Parks in the SF -3, LI, and HI zoning districts."

Section 9. That all provisions of the ordinances of the City of Paris, Texas in conflict
with the provisions of this ordinance are hereby repealed, and all other provisions of the
ordinances of the City of Paris not in conflict with the provisions of this ordinance shall
remain in full force and effect.
Section 10. That the repeal of any ordinance or part of ordinances affected by the
enactment of this ordinance shall not be construed as abandoning any action now pending
under or by virtue of such ordinance or as discontinuing, abating, modifying, or altering
any penalty accruing or to accrue, or as affecting any rights of the municipality under any
section or provisions of any ordinance at the time of passage of this ordinance.
Section 11. That it is the intention of the City Council of the City of Paris that this
ordinance, and every provision hereof, shall be considered severable, and the invalidity or
partial invalidity of any section, clause, or provisions of this ordinance shall not affect the
validity of any other portion of this ordinance.
Section 12. That any person violating any provision of this ordinance shall be guilty
of a misdemeanor, and upon conviction, shall be subject to a fine in accordance with
provisions of Sec. 1-6 of Chapter One of the City of Paris Code of Ordinances, and each and
every day's continuance of any violation of the above -enumerated sections shall constitute
and be deemed a separate offense.
Section 13. This ordinance shall become effective on from and after its passage and
publication as required by law.
PASSED AND ADOPTED on this 13th of May, 2019 by the City Council of the City of
Paris, Texas in regular session following notice and publication as required by law.
