SUBJECT: CANVASS OF HOTEL MOTEL OCCUPANCY TAX ELECTION
DATE: May 7, 2019
BACKGROUND: On February 11, 2019 by resolution number 2019-007, City Council ordered
a special election for the purpose of voters to consider one proposition.
STATUS OF ISSUE: On May 4, 2019, the voters of the city of Paris voted on Proposition A for
authorizing the City of Paris, Texas to renovate, repair and otherwise improve the City's Love
Civic Center as a Venue Project and to Impose a new Hotel Occupancy Tax at the rate of two
percent (2%) for the purpose of financing the Venue Project. The proposition passed with 252
votes cast for the proposition and 51 votes cast against the proposition.
BUDGET: N/A
RECOMMENDATION: Approve the resolution canvassing the returns for the Special Election
as required by State Law.

We, the undersigned officers of the Council of Trustees of the City of Paris, hereby certify as
follows:
1. The City Council of the City convened in a REGULAR MEETING ON THE 13TH
DAY OF MAY, 2019, at the appointed meeting place, and the roll was called of the duly constituted
officers and members of the Council, to wit:

Derrick Hughes, Councilmember District 2 and Mayor Pro -tem

and all of the persons were present, thus constituting a quorum. Whereupon, among other business, the
following was transacted at the Meeting: a written

was duly introduced for the consideration of the Council. It was then duly moved and seconded that the
Resolution be passed; and, after due discussion, the motion, carrying with it the passage of the
Resolution, prevailed and carried by the following vote:
AYES: All members of the Council shown present above voted "Aye," except as set forth below.
NOES: None ABSTAIN: m None
2. That a true, full and correct copy of the aforesaid Resolution passed at the Meeting described
in the above and foregoing paragraph is attached to and follows this Certificate; that the Resolution has
been duly recorded in the Council's minutes of the Meeting; that the above and foregoing paragraph is a
true, full and correct excerpt from the Council's minutes of the Meeting pertaining to the passage of the
Resolution; that the persons named in the above and foregoing paragraph are the duly chosen, qualified
and acting officers and members of the Council as indicated therein; that each of the officers and
members of the Council was duly and sufficiently notified officially and personally, in advance, of the
time, place and purpose of the aforesaid Meeting, and that the Resolution would be introduced and
considered for passage at the Meeting, and each of the officers and members consented, in advance, to the
holding of the Meeting for such purpose; that the Meeting was open to the public and public notice of the
time, place and purpose of the Meeting as given, all as required by Chapter 551, Government Code.

RESOLUTION CANVASSING A BOND ELECTION
THE STATE OF TEXAS §
LAMAR COUNTY §
CITY OF PARIS §
WHEREAS, this City Council called an election to be held in said City on May 4, 2019 on the
PROPOSITION hereinafter stated; and
WHEREAS, said Council of Trustees has investigated all matters pertaining to said election,
including the ordering, giving notice, appointing election officers, holding and making returns of said
election; and
WHEREAS, the election officers who held said election have duly made the returns of the result
thereof, and said returns have been duly delivered to said Council.
WHEREAS, it is hereby officially found and determined that the meeting at which this
Resolution was adopted was open to the public, and public notice of the time, place and purpose of said
meeting was given, all as required by Chapter 551, Texas Government Code.
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS,
TEXAS:
1. That the City Council officially finds and determines that said election was duly called, that
proper notice of said election was duly given, that proper election officers were duly appointed prior to
said election, that said election was duly held, that the City has complied with the Federal Voting Rights
Act and the Texas Election Code, that due returns of the result of said election have been made and
delivered, and that the City Council has duly canvassed said returns, all in accordance with law and the
Resolution calling said election.
2. That the City Council officially finds and determines that the following votes were cast at said
election, on the submitted PROPOSITION by the resident, qualified electors of said City, who voted at
the election:
CITY OF PARIS, TEXAS PROPOSITION A
AUTHORIZING THE CITY OF PARIS, TEXAS TO RENOVATE,
FOR: 252 REPAIR AND OTHERWISE IMPROVE THE CITY'S LOVE CIVIC
CENTER AS A VENUE PROJECT AND TO IMPOSE A NEW
HOTEL OCCUPANCY TAX AT THE RATE OF TWO PERCENT
(2%) FOR THE PURPOSE OF FINANCING THE VENUE
PROJECT. IF APPROVED, THE MAXIMUM HOTEL
OCCUPANCY TAX RATE IMPOSED FROM ALL SOURCES IN
AGAINST: 51 THE CITY OF PARIS WOULD BE FIFTEEN PERCENT (15%) OF
THE PRICE PAID FOR A ROOM IN A HOTEL.
3. That the City Council officially finds, determines and declares the result of said election to be
that the aforesaid PROPOSITION has received a favorable majority vote, and that such PROPOSITION
therefore has passed, and that the hotel occupancy tax may be levied, collected and applied for the
lawfully voted purpose.
