SUBJECT: ACKNOWLEDGING RESULTS OF PRIOR COUNCIL ACTION
AND DECLARING CANDIDATES FOR COUNCIL DISTRICTS
4, 5, &7 ELECTED TO OFFICE

BACKGROUND: On January 28, 2019, by resolution number 2019-001, City Council ordered
the regular municipal election for the purpose of voters to elect Council Members from Districts
4, 5, and 7.
STATUS OF ISSUE: On February 20, 2019, the City Clerk issued a certificate of unopposed
candidates for Districts 4, 5 and 7 and February 25, 2019, by ordinance number 2019-012, City
Council declared Council Members for Districts 4, 5 and 7 elected to office.
BUDGET: N/A
RECOMMENDATION: Approve the resolution declaring Steven Clifford elected to serve as
City Council Member for District 4; declaring Linda Su Knox elected to serve as City Council
Member for District 5; and declaring Paula Portugal to serve as City Council Member for
District 7.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
ACKNOWLEDGING THE RESULTS OF PRIOR COUNCIL ACTION AND
DECLARING CANDIDATES FOR COUNCIL DISTRICTS 4, 5, AND 7 ELECTED
TO OFFICE AS A RESULT OF HAVING BEEN UNOPPOSED FOR ELECTION
TO OFFICE; DECLARING THE TERMS OF OFFICE FOR THE AFORESAID
CANDIDATES; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO
THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Paris, Texas, did heretofore, on the 28th
day of January, 2019 by Resolution No. 2019-001, order the regular municipal election for
the City of Paris to be held on the 41h day of May, 2019 by the qualified voters in Districts 4,
5, and 7 of the City of Paris for the purpose of electing City Council Members from said
Districts; and,
WHEREAS, the City Clerk, being the authority responsible for having the official
ballot prepared, has previously certified, in writing, that the candidates for election as City
Council Members for Districts 4, 5, and 7 were unopposed for election to office with no
write-in candidates being declared; and,
WHEREAS, on February 20, 2019, the City Clerk issued a certificate of unopposed
candidates for Districts 4, 5, and 7, and on February 25, 2019, by ordinance number
2019-012, City Council declared City Council Members for Districts 4, 5, and 7 elected to
office; and,
WHEREAS, the City Council hereby approves the resolution declaring Steven J.
Clifford, M.D. to serve as City Council Member for District 4; declaring Linda Su Knox
elected to serve as City Council Member for District 5; and declaring Paula Portugal to serve
as City Council Member for District 7.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby
in all things approved.
Section 2. That in Council Districts 4, 5, and 7 the candidates were unopposed
for election to office with no write-in candidates being declared.
Section 3. That in accordance with Ordinance No. 2019-012, which is in compliance
with state law and the certification of the City Clerk, declared elected to office Steven J.
Clifford, M.D., to serve as City Council Member for District 4; declared Linda Su Knox
elected to serve as City Council Member for District 5; and declared Paula Portugal to serve

as City Council Member for District 7 in accordance with state law for two (2) year terms to
begin immediately following the adoption of this resolution and the administration of their
oaths of office.
Section 4. That the aforesaid action acknowledging results of prior council action
and declaring candidates for council districts 4, 5, and 7 to office shall be and is hereby
conditioned upon the aforesaid candidates otherwise complying with all the requirements
of state law and the City Charter and following the administration of any and all necessary
oaths and other requirements as shall be specified by City Charter or State law.
Section 5. That this resolution shall be effective from and after its date of passage.
PASSED, APPROVED, AND ADOPTED by the City Council of the City of Paris in regular
session convened pursuant to the directions of the Election Code of the State of Texas and
the Open Meetings Act of the State of Texas, this 13th day of May, 2019.
