1994-149-RES WHEREAS, OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION PROVIDES FUNDING FOR JUVENILE JUSTICE

WHEREAS, the Office of the Governor, Criminal Justice Division, provides
funding for Juvenile Justice and Delinquency Prevention Act grants; and,
WHEREAS the City Council of the City of Paris is desirous of processing a grant
application for the Juvenile Justice and Delinquency Prevention Act grant, at an
approximate total cost of $140,000.00, with 50 % to be provided by grant and 50 % to be
provided by the City of Paris in the form of matching funds and in-kind services; NOW,
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS:
1. That an application be made to the Offtce of the Governor, Criminal Justice
Division, for a Juvenile Justice and Delinquency Prevention Act grant in the approximate
amount of $70,000.00, being 50 % of the estimated cost of the Juvenile Justice and
Delinquency Prevention Program, with the City of Paris providing 50 % in matching
funds and in-kind services.
2. That Michael E. Malone, City Manager of the City of Paris, be, and he is
hereby, appointed as the Authorized Offtcial of said project and is authorized and directed
to execute on behalf of the City of Paris the application for grant in the form attached
hereto as Exhibit A.
3. That Karl Louis, be, and he is hereby, appointed as Project Director and
is hereby authorized to execute and deliver on behalf of the City of Paris all reports,
communications, assurances and documents necessary for the completion of said project.
4. That W. E. Anderson, Director of Finance, be, and he is hereby, authorized
and directed to serve as the Financial Offtcer for said project and to receive and distribute
funds for purposes of the Juvenile Justice and Delinquency Prevention Program.

10. It will comply with the flood insurance purchase requirements of ~ 102 (a)
of the Flood Disaster Protection Act 011973, Public Law 93-234, 87 Stat.
975, approved December 31, 1976. Section 102 (a) requires, on and after
March 2, 1975, the purchase of flood insurance in communities 'Nflere
such insurance is available as a condition for the receipt of any Federal
financial assistance for construction or acquisition purposes for use in any
area that has been identified by the Secretary of the Department of
Housing and Urban Development as an area having special flood haz-
ards.
The phrase "Federal financial assistance" includes any form of loan,
grant, guaranty, insurance payment, rebate, subsidy, disaster assistance
loan or grant, or any other form of direct or indirect Federal assistance.
11. It will assist the Federal grantor agency in its compliance 'With ~ 106 of the
Nolional Historic Preservation Act of 1966 as amended (16 U, S, C. 470),
Executive Order 11593, and the Archeological and Historic Preservation
Act of 1966 ( 16 U, S, C, 4690.1 et seq,) by (a) consu~in9 with the State
Historic Preservation Officer on the conduct of investigations, as neces-
sary, to identity properties listed in or eligible for incluston in the National
Register of Histone Places that are subject to adverse effects (see 36 CFR
Part BOO.8) by the activity, and notifying the Federal grantor agency 01 the
existence of any such properties, and by (b) complying with all require-
ments established by the Federal grantor agency to avoid or mitigate
adverse effects upon such properties.
12. It will comply with the Uniform Grant and Contract Managements Stan.
dards (UGCMS) developed under the directive of the Uniform Grant and
Contract Management Act, Chapter 163, Texas Government Code.
