1994-140-RES WHEREAS, CITY COUNCIL IS AWARE OF COMMUNITY NEEDS FOR WHICH LOCAL FUNDS HAVE
RESOLUTION NO.
94- 140
WHEREAS, the City Council of the City of Paris is aware of community
needs for which local funds have not been and will not be available to accomplish.
Such needs are in the area of street paving and drainage; and,
WHEREAS, the City Council of the City of Paris desires to develop a viable
urban community, including decent housing and a suitable living environment and
expanding economic opportunities, principally for persons of low/moderate income;
and,
WHEREAS, certain conditions exist which represent a threat to the public
health and safety; and,
WHEREAS, funding for such programs is available through the Texas
Department of Housing and Community Affairs for the Community Development
Fund, under the Texas Community Development Program, YQun~ v. Cisneros
Fund; and,
WHEREAS, it is necessary and in the best interest of the City of Paris to
apply for funding under the 1994 Texas Community Development Program; NOW,
THERE}'ORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS:
I. That three Texas Community Development Program applications for
the Community Development Fund are hereby authorized to be filed on behalf of the
City with the Texas Department of Housing and Community Affairs.
2. That such applications shall address the following needed projects:
(I) Curb and gutter, street paving and drainage on 6th Street N .E.
from Garrett Street to Martin Luther King, Jr. Drive.
(2) Clearing and grubbing, rough grading and appurtenant
drainage work to ready project site for street construction on
Martin Luther King, Jr. Drive extension from 6th Street N.E.
to North Main Street.
(3) Procure Washington Street Grocery property, 800 block of
West Washington and renovate existing building and convert
to a laundry facility.
3. That the City's applications be placed in competition for funding under
the Y Qun!! v. Cisneros Fund.
4. That the applications in the aggregate of $272,000.00 of grant funds
to carry out the three referenced projects as follows:
(I) $112,000.00

6. That Michael E. Malone, City Manager, be, and he is hereby
authorized to execute and deliver on behalf of the City of Paris all necessary
applications, communications, instruments, assurances and documents required for
the completion of said projects.
7. That W. E. Anderson, Director of Finance, be, and he is hereby
authorized and directed to serve as the Financial Officer for said project and to
receive and distribute funds for purposes of the three referenced projects.
