1994-132-RES WHEREAS, COP BY LETTER DATED SEPTEMBER 7, 1994 GAVE NOTICE THAT THE CURRENT CUSTODIAL RESOLUTION NO. 94-132 WHEREAS, the City of Paris did, by letter dated September 7, 1994, give notice that the current custodial contract with the City of Paris is being terminated for failure to perform the services required under the contract, and proceeded to advertize for bids for furnishing plant, labor, materials and equipment and performing all work required for the maintenance and custodial service for the following City of Paris buildings: City Hall, Water Billing Office, City Hall Annex and the Paris Public Library, which bids were received until 3:00 o'clock P.M., Tuesday, October 4, 1994; and, WHEREAS, the best bid for such maintenance and custodial service was made by Weber Morgan, d/b/a J & L JANITORIAL, and it should be awarded the bid for such maintenance and custodial service; and, WHEREAS, the form of contract for such maintenance and custodial service attached hereto as Exhibit A, should be approved, and the Mayor should be authorized to execute the same; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, that the bid of Weber Morgan, d/b/a J & L JANITORIAL, for the maintenance and custodial service for the following City of Paris buildings: City Hall, Water Billing Office, City Hall Annex and the Paris Public Library in the amount of $2,100.00 per month is hereby accepted and let conditioned upon said contractor meeting all of the terms and specifications included in the bid documents; and, BE IT FURTHER RESOLVED, that the Mayor of the City of Paris, Don Shelton, be, and he is hereby authorized and directed to execute on behalf of the City of Paris the contract with Weber Morgan, d/b/a J & L JANITORIAL for said maintenance and custodial service, upon the terms and conditions and in the form shown in Exhibit A attached hereto. The CITY wishes to procure and J&L desires to provide maintenance and custodial service for the following City of Paris buildings: City Hall, Water Billing Office, City Hall Annex and the Paris Public Library as described in the bid documents, being legal notice, scope of work and bid form, attached hereto as Exhibits" A" through "C" and incorporated herein for all legal purposes and the consideration of such services shall be $2,100.00 per month. 2. CITY and J&L each bind respectfully itself, its successors and assigns and heirs to this agreement and to the covenants contained herein. J&L shall not assign, sublet or transfer its interest in the contract without the written consent of CITY. 3. The term of this contract begins on the 1st day of November, 1994, and runs until such time as CITY or J&L gives sixty days written notice to the other that the same is terminated, which termination can be without cause. CITY retains the right to terminate said contract upon (30) days written notice for J&L's failure to perform the services required under this contract. CUSTODIAL CONTRACf . Pal'l~' 1 EXHIBIT A 4. J&L will not discriminate against any employee or applicant for employment because of race, religion, color, sex or national origin. J&L will take affirmative action to insure that applicants are employed and that employees are treated during employment without regard to their race, religion, color, sex or national origin. Such action shall include, but is not limited to the following: employment; upgrading; demotion or transfer; recruitment or recruitment advertising; layoff; termination; rates of payor other forms of compensation; and selection for training, including apprenticeship. J&L agrees to post, in conspicuous places available to employees and applicants for employment, notices setting forth the requirements of these non-discrimination provisions. 5. J&L must provide insurance as required in the bid documents, certificates of which shall be filed with the City Clerk of the City of Paris. 6. Box 9037, Paris, Texas 75461-9037, for Maintenance/Custodial Service for the following City of Paris Buildings: C,ty Hall, Water 8illing Office, City Hall Annex and the Paris Public Library. Bids will be received until 3:00 P. M., Tuesday, October 4, 1994 at which time all bids received will be opened, tabulated, and referred to the City Council for consideration at the Council meeting to be held Monday, October 10, 1994, starting at 6:00 P. Empty all trash receptacles and replace bag liners as needed. Mop all restroom floors. Clean and sanitize all restroom fixtures, commodes, urinals and stall dividers; clean and and kitchen sinks (upstairs and down). including sinks, sanitize workroom Leave restroom doors open after cleaning. Dust mop hard surface floor in work room. Clean and shine drinking fountains. Supply all restrooms with hand soap. Fill toilet paper and paper towel holders. Clean glass on all entrance doors. Dust: circulation desk, .atlas/map stands/ tops of free-standing shelves, card catalogs and tables. Weekly Vacuum secondary carpeted areas with an electric operated vacuum, to include Texas History Room, Typing Room, Gallery, and Director's office. . Spot clean carpeted areas as needed. Remove cobwebs from corners of rooms and ceilings. Mop work room, lounge, and downstairs restroom floors. Dust lobby seat, planters and window sills. Ensure I?-traps in center of restroom floors are properly functioning by pouring at least one gallon of water down the drain. EXHIBIT "B" ADDITIONAL MAINTENANCE SHALL INCLUDE: Strip and wax all hard surfaced areas every 6 months. Clean out ceiling light fixtures once per month. Interior of all windows shall be cleaned once per month. Replace bu=ed oU-;.,.light bulbs as needed. The City of Paris will provide all paper supplies, sanitizers, plastic trash bags, soaps and window cleaner. All other supplies will be provided by the contractor including but not limited.to' vacuum cleaners, buffers, stripping chemicals and any other supplies needed that are not mentioned above. All employees of the Contractor. when doing maintenance work under this contract must wear shoes, long pants and shirts at all times. Maintenance will be worked Monday through Friday after 5:00 P.M., except for the weekly, monthly, and additional maintenance listed. This can be accomplished on week-ends if necessary. The Contractor will be responsible for Workman's Compensation and insurance for persons under this employment contract. Once a contract is signed, a check for the amount of the contract will be sent to the Contractor by the 10th day of the month. Remove cobwebs from corners of each room and ceiling. Remove accumulated dirt and dust from. all return air vents. Dust and polish Council Chamber desks and tables. Vacuum and straighten chairs in City Council Room. B-3 Ouarterlv Dust: all doors, baseboards, frames, handrails, chair legs, and window blinds. Use furniture polish on wood fixtures.
