1994-120-RES WHEREAS, CITY COUNCIL IS AWARE OF THE COMMUNITY NEEDS FOR WHICH LOCAL FUNDS HAVE RESOLUTION NO. 94-120 WHEREAS, the City Council of the City of Paris is aware of community needs for which local funds have not been and will not be available to accomplish. Such needs are in the area of water and sewer service; and, WHEREAS, the City Council desires to develop a viable urban community, including decent housing and a suitable living environment and expanding economic opportunities, principally for persons of low/moderate income; and, and, WHEREAS, certain conditions exist which represent a threat to the public health and safety; WHEREAS, funding for such programs are available through the Texas Department of Housing and Community Affairs for the Community Development Fund, under the Texas Community Development Program;and. WHEREAS, it is necessary and in the best interest of the City of Paris to apply for funding under the 1994 Texas Community Development Program; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS: I. That a Texas Community Development Program application for the Community Development Fund is hereby authorized to be filed on behalf of the City with the Texas Department of Housing and Community Affairs. 2. That such application address the following activities: (a) Extension of sanitary sewer mains to serve the residents on FM 79, 18th Street N.W., 19th Street N.W. and Butler Lane, north of Loop 286 N.W. (b) Provide sanitary sewer service to each residence and disconnect from septic systems. 3. That the City's application be placed in competition for funding under the Communitv Develovment }'und. 4. That the application be for $250,000.00 of grant funds to carry out sanitary sewer improvements. 5. That, Michael E. Malone, City Manager, be, and he is hereby authorized to execute and deliver on behalf of the City of Paris all necessary applications, communications, instruments assurances and documents required for the completion of said projects. 6. That it further be stated that the City of Paris is committing $114,654.00 cash contribution toward the construction activities of this project and $35,346 of in kind Engineering- Architectural Services.
