The April 10, 2019 meeting minutes were approved by acclamation
A motion was made by Commissioners Vandiver to recuse Commissioner Hider, seconded
by Commissioner Emmite, motion carried.
Two Certificates of Appropriateness Applications were reviewed.
833 S. Church: Randy Hider recently purchased the property and plans on rehabilitating
it. He proposed to replace mismatched underpinning with wooden lap underpinning. He
proposed to build wooden steps on the front of the house. He also proposed addition of a
dormer to the front of the house to assist with the requirements for fire safety for the
remodeling of the second floor into bedrooms while the property is being reroofed. He
had picture examples of what he was proposing, and excerpts from the design standards
on addition of the dormers. A motion was made by Commissioner Coyle to approve the
rehabilitation project as presented, seconded by Commissioner Lazar. Motion carried 6-0.
Commissioner Emmite made a motion to reinstate Commissioner Hider, seconded by
Chairman Dux, motion carried.
240 Bonham: Carl Harcrow recently purchase the property and wants to rehabilitate the
two facades. The original facades do not exist, and the front has been filled in with
wooden shingles, brick and aluminum doors. Mr Harcrow proposed to remove the infill
and replace it with the configuration of a base or kickplate, display portion of the door
and glass window and transom and canopy. He researched and could not find any historic
photos of the property. Mr. Harcrow presented his own hand drawn renderings. After
removing current infill he wants to reconstruct the new facade with a display, entry and
display configuration. Materials will be wooden. Upon investigation, he discovered the
historic transoms window were not intact, so he planned on recreating them.
Commissioner Dux recommended reviewing the design standards before building the
transom windows, and that the transom windows could add to the organization and
rhythm of the display windows if they were to align mullions with the lower floor
windows and doors. Mr. Harcrow agreed and then asked about the glass and windows
materials. Commissioner Dux recommended he contact HPO when he was ready to
purchase the glass as the design standards prohibit heavily tinted or reflective glass. Mr.
Harcrow will rebuild one large tie rod canopy as presented.
A motion was made by Commissioner Hider to approve the rehabilitation as
presented. Commissioner Lazar seconded, and motion carried 6-0
4. Carl Harcrow requested a grant of $2500 for rehabilitation project on 240 Bonham.
Commissioner Emmite made a motion to approve, seconded by Commissioner Coyle.
Motion carried 6-0
5. The commission reviewed the list of structures with Code Enforcement violations located at
A.1330 SE 8`h, B. 3200 Clarksville ST (three trailer houses), and C. 334 NE 17th ST. A
motion was made by Commissioner Emmite determining these structures cannot be
rehabilitated and designated on the National Register of Historic Places, as a recorded Texas
Historic Landmark, or as historic property as designated by the City Council of the City of
Paris, seconded by Commissioner Vandiver, motion carried unanimously.
6. HPO report: Preservation Month Activities were discussed and imagine the Possibilities
tours. The quarterly meeting for the Texas Historical Commission will be held in Paris July
17 & 18, 2019. The Church Street Historic District meet and greet subcommittee discussed
dates and location for the event. The committee planned on meeting on May 20, 2019. The
Texas Main Street program Mangers Meeting will be held in Mt. Pleasant in June. Details
on up and coming events were given to the commission.
7. Hearing no other items, the commission adjourned at 5:00 p.m.
