Johnny Norris called the Building and Standards Commission Meeting to order at 3:30 P.M. Roll was called. A. The following members were present: Sally McEwin Johnny Norris Ben Vaughan Mike Folmar Ken Kohls B. Staff present: Robert Talley Mike Vogel Clyde Crews Debra Burge C. Others present: Sharon Rick 2. Approval of minutes from previous meeting. (April 15, 2019) Motion made by Ben Vaughan, seconded by Mike Folmar to approve minutes. Motion carried unanimously. 5-0 3. Public Hearing to consider presentations by City of Paris Code Inspectors and owner(s) and/or lien holder(s) of the below properties who have been given notice of a violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures;" Article II of Chapter 17, entitled "Control of Weeds, Junk, and Other Objectionable, Unsightly, or Unsanitary Matter of Private Premises;" Chapter 1-6, Chapter 11.5 of the Code of Ordinances of the City of Paris, Paris, TX: A. 3200 Clarksville; City Block 311, Lot PT of 2 Owner: AMR LLC, A Nevada Limited Liability Company, PO Box 386, Paris TX 75461 Robert Talley stated owners are present. Three (3) mobile homes being addressed. First; gutted, half of one side missing, flooring rotted out. Second; unsecure, siding deteriorating, missing pieces on side. Third; deterioration along roof, holes in siding. Robert Talley's recommendation: Declare a nuisance, demo within 30 days, or city has right to do so. Owner: Sharon Rick, 4429 FM 1503, Deport TX 75435. First one, taking it apart so can demo sides and haul off frame, which cannot be burned. Second, clearing trees so it can be removed. Third, purchased siding to replace, asking 60 days to complete repairs. Plans are to demo first two (2) and repair third. Discussion: In 60 days, what do you think you can accomplish? Owner believes can get all work done. Have someone lined up to buy frames, but need to complete removal of sides down to metal frame. Already have materials to repair third unit. First property has been before BSC for repairs, but owner deemed it was beyond repair. Motion made by Ken Kohls, seconded by Sally McEwin for 30 days to remove first two (2) units, 60 days to repair third, or back to BSC. Motion carried unanimously. 5-0 B. 1330 8th SE; City Block 188, Lot 3 Owner: Johnnie V Lipscomb Trustee, Johnnie V Lipscomb Trust, 1830 Martin Luther King, Paris TX 75460 Robert Talley stated owners were here before meeting and asked for 30 days to demo. Bottom deteriorated, windows falling out, unsecure, siding pulling loose. Robert Talley's recommendation: Declare a nuisance, demo within 30 days, or city has right to do so. Discussion: Robert Talley gave owners contact for demo company because price they were given seemed high. Told owners to call him to determine best option for demo. Motion made by Mike Folmar, seconded by Ken Kohls to accept Robert Talley's recommendation. Motion carried unanimously. 5-0 C. 334 17' NE; City Block 227, Lot 12 Owner: Henry King, 334 17th NE, Paris TX 75460 Robert Talley stated has not spoken with owner, but has spoken with neighbors twice. Was told house caught on fire end of March (2019) and believe owner is trying to work with insurance company. Robert Talley of the opinion house is beyond salvage. Evidence fire burned through roof inside and out. Unsecure. Portion in back beginning to collapse. Robert Talley's recommendation: Declare a nuisance, demo within 30 days, or city has right to do so. If owner can show he's been working with insurance company and needs more time, will consider that. Motion made by Johnny Norris, seconded by Ben Vaughan to accept Robert Talley's recommendation. Motion carried unanimously. 5-0 D. 1459 W Kaufman; Talkington Hodge Addition Block 1, Lot 3A-4, 20' of 5 Owner: Jacqueline & Darren Cunningham, 820 40a' SE, Paris TX 75462 Robert Talley stated 60 days given prior for repair has expired. During that time, new roof has been installed with permit. No other permits pulled. Boarded up in areas to secure. Has not spoken to owner since property was first brought to BSC. Robert Talley's recommendation: Declare a nuisance, demo within 30 days, or city has right to do so. Discussion: Photo indicates roof bracing was not repaired properly. Roofing permit required, but do not believe or know if City does inspections on the job itself. Motion was made by Johnny Norris, seconded by Mike Folmar to accept Robert's recommendation. Motion carried unanimously. 5-0 4. Code Enforcement update. Old hospital has been torn down. 226 W Washington was scheduled for demo. Has been sold, new owner agrees needs demo. Want to pull some wood, windows, and doors before demo. Robert Talley gave them 60 days. 5. Adjournment. Motion was made by Ben Vaughan, seconded by Mike Folmar to adjourn the meeting at 4:05 pm.
