10 - Safe Neighborhood Grant Application (2)Item No. 10 memorandum TO: City Council John Godwin, City Manager FROM: Bob Hundley, Chief of Police SUBJECT: SAFE NEIGHBORHOODS GRANT APPLICATION DATE: June 6, 2019 BACKGROUND: The Safe Neighborhood Grant program is available from the Department of Justice administered through the Governor's office. This grant allows for training, equipment and overtime funds for officers to concentrate on violent crime issues involving firearms and drugs. STATUS OF ISSUE: In 2016, the department responded to 339 calls for service related to shots fired, man with gun or aggravated assaults. In 2017, that number decreased to 314. Thankfully, in 2018 those numbers were further down, 250. Even with this decrease, we want those statistics lower. We believe this grant funding will provide our officers the tools and time they need to make our neighborhoods safer. Our grant goal is to have a minimum of 50 cases filed in the coming year. We routinely work with ATF on firearms cases and that agency has adopted many of our cases for federal prosecution. We have to send a message to those who are involved in acts of violence that they face certain investigation and prosecution. BUDGET: The grant application does not require any in-kind or matching funds. The total grant request is for $100,000.00. RECOMMENDATION: Motion to approve a resolution authorizing the application for the Project Safe Neighborhood grant and authorizing the City Manager to execute all necessary documents. RESOLUTION A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS APPROVING THE SUBMISSION OF APPLICATION FOR A PROJECT SAFE NEIGHBORHOOD GRANT, GRANT NUMBER 3921101, AVAILABLE FROM THE DEPARTMENT OF JUSTICE AND ADMINISTERED THROUGH THE GOVERNOR'S OFFICE; AUTHORIZING THE CITY MANAGER TO EXECUTE ALL NECESSARY DOCUMENTS. WHEREAS, the City Council of the city of Paris finds it in the best interest of the citizens of Paris, that the Project Safe Neighborhood be operated for the 2019 / 2020; and WHEREAS, the City Council of the city of Paris agrees that in the event of loss or misuse of the Office of the Governor funds, the City Council of the city of Paris assures that the funds will be returned to the Office of the Governor in full. WHEREAS, the City Council of the city of Paris designates John Godwin, City Manage, as the grantee's authorized official with the power to apply for, accept, reject, alter, or terminate the grant on behalf of the applicant agency. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS; Section 1. That the City Council of the city of Paris approves submission of the grant application for a Project Safe Neighborhood grant to the Office of the Governor. Section 2. That the City Council of the city of Paris agrees that in the event of loss or misuse of the Office of the Governor funds, the City Council of the city of Paris assures that the funds will be returned to the Office of the Governor in full.
