SUBJECT: 2018 TxCDBG MAIN STREET CONTRACT SIGNATORIES

BACKGROUND: In 2018, the City applied for a grant through the Texas Capital Fund
Community Development Block Grant (TxCDBG) - Main Street Program for an amount up to
$250,000 to reconstruct sidewalks in downtown. The proposed project location includes sidewalks
along N Main from Lamar to Price, and along Houston St from N Main to 1St NW. The City was
awarded the grant, and the project design is underway.
STATUS OF ISSUE: The grant requires a resolution designating authorized signatories for the
project.
BUDGET: NA
RECOMMENDATION: Approve of a resolution designating authorized signatories for the 2018
TxCDBG Main Street Project 7218152.
RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS
DESIGNATING AUTHORIZED SIGNATORIES FOR CONTRACTUAL DOCUMENTS
AND DOCUMENTS FOR REQUESTING FUNDS RELATED TO THE TEXAS CAPITAL
FUND ("TCF") CONTRACT NUMBER 7215182.
WHEREAS, the City of Paris has received a 2018 Texas Capital Fund ("TCF") Grant award to
provide sidewalk improvements; and
WHEREAS, it is necessary to appoint persons to execute contractual documents and
documents requesting funds from the Texas Department of Agriculture; and
WHEREAS, an original signed copy of the Texas Community development Block Grant
("TxCDBG") Depository/Authorized Signatories Designation Form is to be submitted with a copy of
this Resolution; and
WHEREAS, the City of Paris, Texas acknowledges that in the event an authorized signatory of
the City changes, the City must provide TxCDBG with the following:
• A resolution stating who the new authorized signatory is; and
• A revised TxCDBG Depository/Authorized Signatories Designation Form, a copy of which is
attached hereto as Exhibit A and incorporated herein by reference.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS THAT:
Section 1. The Mayor and the City Manager be authorized to execute contractual documents
between the Texas Department of Agriculture and the City of Paris for the Texas Capital Fund Grant
Program.
Section 2. The Mayor, City Manager, Finance Director and City Engineer be authorized to
execute the State of Texas Purchase Voucher and Request for Payment Form documents required for
requesting funds approved in the 2018 Texas Community Development Block Grant Program.
