22 - Appointments to the Board of AdjustmentItem No. 22 memorandum TO: Mayor & City Council John Godwin, City Manager FROM: Janice Ellis, City Clerk SUBJECT: APPOINTMENTS TO THE BOARD OF ADJUSTMENT DATE: June 18, 2019 BACKGROUND: The Board of Adjustment is created by State Law and codified under Section 16-100 of the City Zoning Ordinance. This Section states in part: "there is hereby created a Board of Adjustment consisting of five (S) members, each to be appointed by resolution of the City Council for a term of two years." The City Council may appoint two alternate members of the Board of Adjustment who shall serve in the absence of one or more of the regular members when requested to do so by the Mayor or City Manager. STATUS OF ISSUE: Currently the terms of the two of the regular board members are expiring on June 30. There is also a vacant alternate position which needs to be filled. We have received applications from the following: Ruth Ann Alsobrook, Cleonne Drake, Brady Fisher, and Kimberly McCann. BUDGET: N/A RECOMMENDATION: Approve a Resolution making appointments to the Board. RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, APPOINTING TWO MEMBERS AND ONE ALTERNATE MEMBER TO THE BOARD OF ADJUSTMENT OF THE CITY OF PARIS, TEXAS, IN ACCORDANCE WITH SECTION 16 OF THE CITY ZONING ORDINANCE AND THE CITY'S POLICIES AND PROCEDURES FOR STANDING BOARDS, COMMISSIONS AND COMMITTEES; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, Section 16-100 of the City of Paris, Texas Zoning Ordinance No. 1710 states in part that the Board of Adjustment shall consist of five (5) members, each to be appointed by Resolution of the City council for a term of two years, and that the City Council may appoint two (2) alternate members of the Board of Adjustment who shall serve in the absence of one or more of the regular members when requested to do so by the Mayor or City Manager as the case may be; and WHEREAS, currently the terms A.W. Clem and Brady Fisher, two regular Board Members are expiring on June 30. WHEREAS, the alternate members to the Board of Adjustment are needed to help form a quorum when some of the five regular members are not present; and NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That the following appointments are hereby made to the Board of Adjustment: and shall serve two-year terms. _ shall serve as alternate member for a two- year term. Section 3.
