Glee Emmite called the meeting to order at 4:38 PM in the Paris City Council Chambers. 2. February minutes — Minutes were emailed earlier to all board members and were available on the monitors for viewing. A motion to approve the March 12, 2019 minutes was made by John Brazile, second by Laurie Redus, motion carried. 3. Discussion and Possible Action on the following Building Improvement Grant (BIG) requests a. 111 Lamar Ave — new roof, Kari Daniel — Kari Daniel presented information on the complete roof removal and installation. Pictures of the current roof and 2 bids on the project were included in the request. A motion to award a $5,000 Building Improvement Grant to Kari Daniel was made by Laurie Redus, second by John Brazile, motion carried. b. 27 Clarksville - interior remodel, Janet Green — Janet Green presented information on remodeling the interior of the building including heat/AC, electrical and carpentry for removing the drop ceiling in the front of the building to expose the original metal ceiling. Photographs of the current ceiling, original metal ceiling along with contractor bids were included with the request. A motion to award a $5,000 Building Improvement Grant to Janet Green was made by John Brazile, second by Laurie Redus, motion carried. 4. Committee Discussions • Economic Vitality — No report in the absence of Kevin Ashmore. Cheri Bedford mentioned that Building Improvement Grants are part of Economic Vitality. Two grants were awarded in the above section of the meeting. It was noted that the tree planting program for downtown as well as the grant for the City to build new sidewalks are indicators of economic vitality in Downtown. Glee Emmite has purchased a building, Janet Green has sold the two buildings she remodeled. Janet Green is pursuing a business to locate in one of her buildings. A lot of work is being done behind the scenes that are not part of official meetings. • Promotions — John Brazile reported that a promotions meeting is scheduled following this meeting. Bedford reported that PDA would like to combine with Main Street to organize and promote events downtown. The Main Street Promotions page on FaceBook will be discontinued with everything being listed on Downtown Paris Texas. This will combine all information into one FaceBook location. Laurie Redus will be given administrator access to the page representing Main Street. Movies in the Park FaceBook page shows that the program is taking the season off this year. • Organization — Laurie Redus reported no new updates, but will schedule a meeting with Cheri Bedford. • Design — Glee Emmite, HPC Liaison, reported that she was given a fagade grant for the back of her building at 127 and 129 Lamar. (Glee Emmite recused herself on the business relating to this request.) • PDA — Glee Emmite reported that the combined efforts of PDA and Main Street on the Mini Golf Challenge March 15-16 was a huge success. There will be a PDA meeting 8:15 AM, April 10 at Itsy Bitsy Spider to discuss Cinco de Mayo. • Chamber and V&CC — Becky Semple reported the following upcoming events. The pump track project received a grant to be built near the Love Civic Center, • the Texas Historical Commission will be bringing a quarterly meeting to Paris July 16-20, • Paris Quilt Show May 10-11 at Love Civic Center and along the Quilt Trail along Hwy 82, • Golf Wing motorcycle group May 15-18, • National Cushman Group June 9-14, • Archery group later in April, • Tour de Paris in July. 5 . Main Street Managers Report — Cheri Bedford reported the following. • The Main Street logo needs a new design due to the Grand Theater having a volunteer group promoting the restoration of the theater. A contest open to graphic artists may be a way to acquire an updated design. • 5:30 PM, April 22 - Main Street will present a report to the Paris City Council covering accomplishments over the past several month. The Texas Treasure Award will be presented to Texas Furniture if arrangements can be made. All Main Street board members are encouraged to attend. • Market Square opens May 41. • Texas Downtown Association has various award categories that would be appropriate for local Paris merchants. Cheri Bedford asked the Main Street board to look at the list for future award nominations. • Imagine the Possibilities Tour — A group met to discuss ways to involve the Chamber and possibly Main Street in promoting the sale of buildings downtown. A report on the meeting is forthcoming. • Wine Fest is scheduled for April 131 with discussions in the promotions meeting to follow at 5:15 PM. • A grant request from Glee Emmite was inadvertently omitted from the current agenda. The meeting has been scheduled for 4:30 PM, Monday, April 15th in the City Hall Annex if a quorum is present. 6. Laurie Redus made a motion to adjourn, second by John Brazile, motion carried.
