interested in providing educational services to improve the
educational opportunities of children and adults by
integrating early childhood education and adult education for
parents; and,
WHEREAS, the Paris Public Library will provide to Paris
Independent School District space adequate for instruction of
students and will identify eligible students within the
boundaries of the five school districts in Lamar County and
will schedule ins truc t ion dur ing times tha t are most
convenient for the participants and that will generate an
appropriate level of participation; and,
WHEREAS, the City Manager of the City of Paris did
execute an Agreement entitled Paris Independent School
District Memorandum of Understanding for such early childhood
education and adult education for parents through the Even
Start program with the Paris Independent School District,
which execution should be in all things ratified; NOW
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS,
that the acceptance of the agreement entitled "Paris
Independent School District Memorandum of Understanding", in
the form attached hereto as Exhibit A is hereby ratified and
the form of such agreement is approved; and,
BE IT FURTHER RESOLVED: that the execution of said
agreement, attached hereto as Exhibit A, between Paris
Independent School District and the Paris Public Library, by
the City Manager of the City of Paris, Michael E. Malone, on
the 21st day of June, 1993, is hereby ratified.

PARIS INDEPENDENT SCHOOL DISTRICT
MEMORANDUM OF UNDERSTANDING
This agreement is entered into by and between the Paris
Independent School District, as fiscal agent, hereinafter
called PISD and the City Hall, hereinafter called Paris
Public Library.
PURPOSE:
The purpose of this memorandum of understanding is to
outline arrangements for the prov1s10n of project Even
Start, a family literacy program designed to improve the
educational opportunities of the Nation's children and
adul ts by integrating early childhood education and adult
education for parents into a unified program, for eligible
students within the boundaries of the five school districts
in Lamar county. The Even Start program will become
operational on August 2, 1993 with program implementation
to begin in October, 1993.
INDEMNIFICATION:
To the extent authorized by the laws and Constitution of
the State of Texas, the Paris Public Library indemnifies
and holds PISD harmless against any and all claims, demands
damages, liabilities and costs incurred by PISD which
directly or indirectly result from, or arises in connection
with, any act or omission of the Paris Public Library, its
agents or employees, in performing obligations hereunder.
PISD indemnifies and holds the Paris Public Library and its
officers, agents and employees harmless against all claims,
demands, damages, liabilities, and costs incurred by the
Paris Public Library which directly or indirectly result
from or arise in connection with, any act or omission of
PISD's obligation hereunder.
SERVICES TO BE PERFORMED:
All parties involved in Project Even Start will work
cooperatively to achieve the goals which include:

Paris Jr. College.
Shall provide space for English as a Second Language
(ESL) literacy instruction for parents.
