00 - AgendaCITY COUNCIL AGENDA Notice is hereby given that the City Council of the City of Paris shall meet in regular session at 5:30 p.m. on Monday, July 22, 2019. The meeting will be held at the City Council Chamber, 107 E. Kaufinan Street, in Paris, Texas. The matters to be discussed and acted upon are as follows: Opening Agenda 1. Call meeting to order. 2. Invocation. 3. Pledge of Allegiance. 4. Citizens' forum. (Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual information. Claims against the City, Council Members, or employees, as well as individual personal appeals are not appropriate for citizens' forum.) If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas Government Code regarding any item on this agenda. Consent Agenda Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable to all items appearing on the Consent Agenda. A Council Member may request any item to be removed from the Consent Agenda and considered as a separate item. 5. Approve minutes from the meeting of July 8, 2019. 6. Receive reports and/or minutes from the following boards and commissions: a. Paris Visitors & Convention Council Quarterly Activity & Financial Reports b. Love Civic Center Quarterly Activity & Financial Reports c. Planning & Zoning Commission (6-3-2019) d. Main Street Advisory Board (4-9-2019 & 4-15-2019) e. Historic Preservation Commission (6-12-2019) 7. Receive June monthly financial report. 8. Receive June drainage report. 9. Receive June demolition and code enforcement activity reports. 10. Approve Final Plat of Lot 1, Block A of the Tyler's Pizzeria Addition, located at 3610 N. Main Street. Regular Agenda 11. Conduct a public hearing, discuss and act on an Ordinance regarding the petition of James O'Bryan for a change in zoning from a Single -Family Dwelling District (SF2) to Neighborhood Service (NS), in the Mayer Addition, Block 3, Lot 27, located at 3150 Bonham Street and 10 N.W. 32nd Street. 12. Conduct a public hearing, discuss and act on an Ordinance regarding the petition of the City of Paris, Texas to update the Subdivision Regulations of the City of Paris, Texas, specifically to reference the Master Thoroughfare Plan. 13. Discuss and act on a resolution amending and terminating the tax abatement agreement dated November 24, 2008, between the City of Paris and Campbell Soup Supply Company LLC related to the Multi -Serve Beverage Line. 14. Receive a presentation from Lisa Mikatarian of the Paris Film Festival Group about having a 2020 International Film Festival in Paris, Texas. 15. Discuss and act on a lease agreement with Samantha Hughes for the Event Center. 16. Discuss and act on the fiscal year 2019-20 Annual Program of Work and Budgets for Love Civic Center and the Visitors & Convention Council. 17. Discuss and provide direction to staff on the FY 2019-2020 budget for the City of Paris. 18. Discuss development fees and provide direction to staff. 19. Discuss and act on a Resolution forgiving certain civil penalties assessed against the property located at 801 W. Washington Street; finding a public purpose in support of same; making other findings and provisions related to the subject; and declaring an effective date. 20. Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-081. 21. Adjournment.
