1. Johnny Norris called the Building and Standards Commission Meeting to order at
3:30 P.M.
Roll was called.

2. Approval of minutes from previous meeting. (May 20, 2019)
Motion made by Ben Vaughan, seconded by SallyMcEwin to approve minutes.
Motion carried unanimously. 4-0
3. Public Hearing to consider presentations by City of Paris Code Inspectors and
owner(s) and/or lien holder(s) of the below properties who have been given notice of
a violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris,
Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures;"
Article II of Chapter 17, entitled "Control of Weeds, Junk, and Other Objectionable,
Unsightly, or Unsanitary Matter of Private Premises;" Chapter 1-6, Chapter 11.5 of
the Code of Ordinances of the City of Paris, Paris, TX:
A. 430 13tb NW; City Block 230, Lot 8A
Owner: Charles Rudd II, PO Box 1461, Paris TX 75461
Robert Talley stated no contact with owner. Hole in roof, visible inside as well;
rubbish inside; broken windows, unsecure. 2 sheds in back; tree fell onto 1 of
them.
Robert Talley's recommendation: Declare a nuisance, demo within 30 days, or
city has right to do so.
Discussion:
No one living in the structure.
Motion made by Sally McEwin, seconded by Ben Vaughan to accept Robert
Talley's recommendation. Motion carried unanimously. 4-0
B. 705 E Cherry; City Block 64-A, Lot 7
Owner: Arnelle Camster, 715 E Cherry, Paris TX 75460
Robert Talley stated owner is deceased, no living relatives. Lot not being
maintained; yard overgrown. Holes in roof from tree. Carport has collapsed as
has breezeway. Unsecure. Roof damage inside. Shed in back is leaning and
sinking into ground.
Robert Talley's recommendation: Declare a nuisance, demo within 30 days, or
city has right to do so.
Motion made by Johnny Norris, seconded by Sally McEwin to accept Robert
Talley's recommendation. Motion carried unanimously. 4-0
C. 715 E Cherry; City Block 64-A, Lot 6
Owner: Arnelle Camster, 715 E Cherry, Paris TX 75460
Robert Talley stated owner is deceased, no living relatives that we know of.
Roof deteriorating, holes in roof. Lean-to porch has fallen away from house.
Shed in back, walls separating and building is sinking. Vegetation has overtaken
back of house. Unsecure.
Robert Talley's recommendation: Declare a nuisance, demo within 30 days, or
city has right to do so.
Discussion:
As the City cannot locate any next of kin, lots will be sold. Neighbors have
expressed interest in purchasing 3.B. and 3.C.
Motion made by Johnny Norris, seconded by Ben Vaughan to accept Robert
Talley's recommendation. Motion carried unanimously. 4-0
D. 1131 14t' NE; Harlan Heights Addition Block 1, Lot 1-6
Owner: Neva Newberry, 2450 W Sherman, Paris TX 75460
Robert Talley stated no contact with owner; owner's son spoke with Gene
Anderson stating he would be willing to make payments towards cost of demo.
Extensive fire damage to front. Total burn -out inside. Unsecure.
Robert Talley's recommendation: Declare a nuisance, demo within 30 days, or
city has right to do so.

Discussion:
$2500-$3000 approximate cost of demo.
Motion was made by Johnny Norris, seconded by Sally McEwin to accept
Robert Talley's recommendation. Motion carried unanimously. 4-0
E. 690 33rd SE; City Block 295, Lot 23
Owner: Tony Lee Copeland, 520 CR 34550, Sumner TX 75486
Robert Talley stated Nicki Brown has been in contact with owner, and they are
planning to demo the shed. Waiting for the ground to dry up.
Robert Talley's recommendation: Declare a nuisance, demo within 30 days, or
city has right to do so.
Motion was made by Sally McEwin, seconded by Johnny Norris to accept
Robert Talley's recommendation. Motion carried unanimously. 4-0
F. 3270 Allen; Parham Park #3 Addition Block K, Lot 2
Owner: Dakota & Megan Swindle, 3270 Allen, Paris TX 75460
Robert Talley stated storage shed behind main property. Asking for repair orders.
Turned in by city council member. Built on a hill. Structure is leaning.
Majority of paint gone. Masonite beginning to bow and rot at bottom.
Beginning to sink into ground.
Robert Talley's recommendation: Repair siding and foundation to the
satisfaction of the City of Paris Building Dept. within 60 days or back to BSC.
Discussion:
Cannot require owner to paint.
In discussion with Building Official to loop him into the repair orders of structures
issued by BSC.
Motion was made by Johnny Norris, seconded by Ben Vaughan to accept
Robert Talley's recommendation. Motion carried unanimously. 4-0
Adjournment.
Motion was made by Ben Vaughan, seconded by Sally McEwin to adjourn the
meeting at 4:00 pm. Motion carried unanimously. 4-0
