OF THE CITY OF PARIS, TEXAS
July 8, 2019
The City Council of the City of Paris met for a regular session at 5:30 p.m. on Monday,
July 8, 2019, at the City Council Chamber, 107 E. Kaufinan, Paris, Texas.
Present: Mayor: Steve Clifford
Council Members: Derrick Hughes; Renae Stone; Billy Trenado; Linda
Knox; Paula Portugal; and Clayton Pilgrim
City Staff: John Godwin, City Manager; Stephanie Harris, City
Attorney; Janice Ellis, City Clerk; and Gene
Anderson, Finance Director
Opening Agenda
Call meeting to order.
Mayor Clifford called the meeting to order at 5:30 p.m.
2. Invocation.
Finance Director Gene Anderson gave the invocation.
3. Pledge of Allegiance.
Council Member Portugal led the pledge.
4. Citizens' forum.
Cara Olfert, 575 Harvard Dr., Reno Texas — she said she was a Sociology graduate
student at Texas A&M Commerce and gave crime statistics about sexual assaults against women.
Ms. Olfer said these were real people, not just numbers. She also spoke about Rape Aggression
Defense Classes.
Logan Iles, 201 CR 33590, Sumner, Texas - she said she was a Sociology graduate
student at Texas A&M Commerce — she proposed classes for women which involved awareness
and defense of themselves. Ms. Iles asked that the City partner with the police department and
PJC to bring those classes to Paris.
Consent A )enda
Mayor Clifford inquired of Council Members if they wished to pull any items from the
consent agenda for discussion. There being none, a Motion to approve the consent agenda was

made by Council Member Knox, and seconded by Council Member Trenado. Motion carried, 7
ayes — 0 nays.
5. Approve minutes from the meetings of June 17, June 24, and June 26, 2019.
6. Receive reports and/or minutes from the following boards and commissions:
(a) Board of Adjustment (1-8-2019 & 6-4-2019)
(b) Paris Public Library Advisory Board (5-15-2019)
(c) Housing Authority (5-21-2019)
(d) Traffic Commission (3-5-2019)

7. Receive presentation from the Sulphur River Basin Authority by SRBA Vice -President
Wally Kraft.
Dr. Wally Kraft suggested that at some point the City invest in the SRBA to build several
small lakes or one large lake along the Sulphur River. He estimated the investment would be
$8,000 to $10,000, and said that Northeast Texas would retain 20% of all water in any future
reservoirs built along the Sulphur River. Dr. Kraft also said if we did not use the water, we could
sell it. Dr. Kraft said he would be coming back to the City at a later date.
8. Convene into Executive Session pursuant to Section 551.074 of the Texas Government
Code, (1) to deliberate the appointment, employment, evaluation, reassignment, duties,
discipline, or dismissal of a public officer or employee, as follows: evaluation of the city
manager.
Mayor Clifford convened City Council into executive session at 5:38 p.m.
9. Reconvene into open session and possibly take action on those matters discussed in
executive session.
Mayor Clifford reconvened City Council into open session at 8:01 p.m. and said there
was no action.
10. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
Council Member Knox told everyone about the Habitat for Humanity Operation
Kindness scheduled for September 28. Council Member Portugal said they needed help with
painting a blue house located at 1509 Tudor.

11. Adjournment.
There being no further business, a Motion to adjourn was made by Council Member
Pilgrim and was seconded by Council Member Hughes. Motion carried, 7 ayes ® 0 nays. The
meeting was adjourned at 8:01 p.m.
