09 - 2019 Safe Routes to School Grant ApplicationItem No. 9 TO: Mayor & City Council John Godwin, City Manager FROM: Carla Easton, PE, City Engineer SUBJECT: 2019 TxDOT SAFE ROUTES TO SCHOOL APPLICATION — PINE MILL ROAD SIDEWALKS DATE: August 2, 2019 BACKGROUND: TxDOT has issued a call for projects for the 2019 Transportation Alternatives Set -Aside (TA) and Safe Routes To School (SRTS) grant programs, which provide funding for projects that enhance pedestrian safety, access, or mobility while connecting important community destinations such as schools, places of employment, and recreational areas. In April of this year the city submitted a preliminary grant application under the SRTS program to construct concrete sidewalks along Pine Mill Road, connecting 3 residential neighborhoods to Aikin Elementary School. The proposed project cost is $350,000, and if awarded, the SRTS grant will cover 100%. STATUS OF ISSUE: The preliminary application was accepted by TxDOT, and it is now time to submit a detailed application for the proposed project. A resolution of support is required for the application. BUDGET: NA RECOMMENDATION: Approve the resolution of support for the 2019 SRTS grant application. RESOLUTION NO. A RESOLUTION SUPPORTING THE CITY OF PARIS, TEXAS APPLICATION TO THE TEXAS DEPARTMENT OF TRANSPORTATION'S 2019 TRANSPORTATION ALTERNATIVES SET-ASIDE (TASA) / SAFE ROUTES TO SCHOOL -INFRASTRUCTURE (SRTS) CALL FOR PROJECTS, GRANT NUMBER 3921101. WHEREAS, the Texas Department of Transportation (TxDOT) issued a call for projects in February 2019 for communities to apply for funding assistance through the Transportation Alternatives Set -Aside (TASA) and/or Safe Routes to School -Infrastructure (SRTS) Programs; and WHEREAS, on June 24, 2019, the City Council of the City of Paris, Texas approved Resolution 2019-019 authorizing the submission of application for Project Safe Neighborhoods Program, FY 2020, Grant Number 3921101; and WHEREAS, the TASA funds may be used for construction of pedestrian and/or bicycle infrastructure. The TASA funds require a local match comprised of cash plus in-kind contributions, if any. As the Project Sponsor, the Local Government would be responsible for all non -reimbursable costs and 100% of overruns, if any, for TASA funds; and WHEREAS, the SRTS funds may be used for development of plans, specifications, and estimates; environmental documentation; and construction of pedestrian and/or bicycle infrastructure. The SRTS funds do not require a local match. As the Project Sponsor, the City of Paris would be responsible for all non -reimbursable costs and 100% of overruns, if any, for SRTS funds; and NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. The City Council of the City of Paris, Texas supports funding Project Safe Neighborhoods Program, FY2020, as described in the Local Government's 2019 TASA/SRTS Detailed Application (including the construction budget, TxDOT's administrative cost, and the required local match, if any) and is willing to commit to the project's development, implementation, construction, maintenance, management, and financing. The city council of the City of Paris, Texas, is willing and able to authorize, by resolution or ordinance, the City of Paris, Texas to enter into an agreement with TxDOT should the project be selected for funding.
