00 - AgendaCITY COUNCIL AGENDA Notice is hereby given that the City Council of the City of Paris shall meet in regular session at 5:30 p.m. on Monday, August 12, 2019. The meeting will be held at the City Council Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted upon are as follows: Opening Agenda 1. Call meeting to order. 2. Invocation. 3. Pledge of Allegiance. 4. A. Citizens' forum. (Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual information. Claims against the City, Council Members, or employees, as well as individual personal appeals are not appropriate for citizens' forum.) If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas Government Code regarding any item on this agenda. B. Proclamation Honoring the Paris All -Stars Baseball Team 9U Youth World Series Champions. Consent Agenda Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable to all items appearing on the Consent Agenda. A Council Member may request any item to be removed from the Consent Agenda and considered as a separate item. 5. Approve minutes from the meeting of July 22, 2019. 6. Receive reports and/or minutes from the following boards and commissions: a. Paris Public Library Advisory Board (6-19-2019) b. Building & Standards Commission (6-17-2019) c. Paris Economic Development Corporation (6-18-2019) d. Planning & Zoning Commission (7-1-2019) 7. Approve the low bids received for water and wastewater treatment chemicals for use in FY 2019-20. 8. Receive the 2019 tax appraisal roll from the Lamar County Appraisal District. 9. Approve the Resolution of support for the 2019 Safe Routes to School grant application. Regular Agenda 10. Continue the public hearing, discuss and act on an Ordinance regarding the petition of James O'Bryan for a change in zoning from a Single -Family Dwelling District (SF2) to Neighborhood Service (NS), in the Mayer Addition, Block 3, Lot 27, located at 3150 Bonham Street and 10 N.W. 32nd Street. 11. Discuss, conduct a public hearing, and act on a Resolution authorizing the application for Justice Assistance Grant Program #2019 -H3821 -TX -DJ in the amount of $12,210.00, and authorizing an inter -local agreement with Lamar County. 12. Discuss and act on Paris Economic Development Corporation's FY 2019-20 budget. 13. Discuss revisions to the Property Management Ordinance. 14. Discuss restrictions on storage containers. 15. Convene into Executive Session pursuant to: a. Sec. 551.071 of the Texas Government Code, Consultation with Attorney, to receive legal advice about (1) pending or contemplated litigation and/or (2) on matters in which the duty of an attorney to his or her client under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflict with this chapter, regarding (1) Paris Regional Medical Center Tax Abatement and (2) city manager; and b. Sec. 551.074 of the Texas Government Code, Personnel Matters, to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public official to wit: city manager. 16. Reconvene into Open Session and possibly take action on those matters discussed in Executive Session. 17. Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-081. 18. Adjournment.
