1993-094-RES WHEREAS, the City Council of the City of Paris is aware of community needs for which local funds have

WHEREAS, the City Council of the City of Paris is aware of
community needs for which local funds have not been and will not
be available to accomplish. Such needs are in the area of street
paving and drainage; and,
WHEREAS, the City Council desires to develop a viable urban
community, including decent housing and a suitable living
environment and expanding economic opportunities, principally for
persons of low/moderate income; and,
WHEREAS, certain conditions exist which represent a threat
to the public health and safety; and,
WHEREAS, funding
Texas Department of
Community Development
Program; and,
for such programs are available through the
Housing and Community Affairs for the
Fund, under the Texas Community Development
WHEREAS, it is necessary and in the best interest of the
City of Paris to apply for funding under the 1993 Texas Community
Development Program; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS:
1. That a Texas Community Development Program application
for the Community Development Fund is hereby authorized to be
filed on behalf of the City with the Texas Department of Housing
and Community Affairs.
2. That such application address the following activities:
(a) Curb, gutter, street paving improvements: East Garrett
Street from 3rd Street N.E. to 5th Street N.E.; East
Henderson Street from 3rd Street N.E. to 5th Street
N.E.; 5th Street N.E. from Garrett Street to Santa Fe
Street; Williams Street from 6th Street N.E. to dead
end; 7th Street N.E. from Givens school to Hickory
Street; 6th Street N.E. from Martin Luther King, Jr.
Drive to Hickory Street.
(b)

Install 48" RCP storm sewer
from Martin Luther king, Jr.
3. That the City's application be placed in competition
for funding under the Community Development Fund.
4. That the application be for $250,000.00 of grant funds
to carry out street curb and gutter, paving and drainage improve-
ments.
5. That, Michael E. Malone, City Manager, be, and he is
herebv authorized to execute and deliver on behalf of rh~ r.irv of
Passed and adopted this 16th day of September, 1993.
