07/10/2019 MinutesREGULAR MEETING CITY OF PARIS HISTORIC PRESERVATION COMMISSION Present Matthew Coyle Randy Hider Mike Lazar Laura Caffey Glee Emmite Linda Vandiver Linda Knox- Council Liaison Cheri Bedford HPO Absent, Chris Dux Guest Tammy Glaze, President Paris Community Theatre Commissioners Coyle called the meeting to order at 4:13 p.m. Commissioners introduced themselves and recognized the newest member Laura Caffey. The minutes of the June 11, 2019 were approved by acclamation. Commissioners reviewed the Certificate of Appropriateness for the Dr. Pepper Mural- 115 Clarksville PCT Brown Center wall facing 1St SE. Cheri explained to the commission that the Dr. Pepper Mural was more of a partnership with the City of Paris and the Paris Community Theatre and Dr Pepper sees it role as a funding partner. The Dr. Pepper marketing team did some community research and wanted to include details that are important to the community into their mural. They proposed an including Eiffel tower and the verbiage "Raise a Smile" that could tie it into the theme smile that rebuilt the city of Paris in 1916. Tammy Glaze, president of the PCT confirmed the theatre organization was very excited and had given their blessing. Commissioner Coyle questions the maintenance to the mural if there was any pealing. Dr. Pepper will be able to repair the mural as necessary. Commissioner Vandiver made the motion to move forward with the pursuit of the DR. Pepper Mural, seconded by Commissioner Emmite, motion carried. HPO Report & HPC overview- Cheri Bedford Cheri updated the commission and answered questions about all the Minor Certificates of Appropriateness approved in house. The historic preservation ordinance, design standards, and district maps were reviewed. Matt Coyle reminded everyone to think about how the commission represents historic preservation within the community. A slate of officers were nominated: • Chairman Chris Dux: Commissioner Emmite nominated, Commissioner Caffey seconded • Vice Chair Matthew Coyle: Commissioner Coyle nominated, Commissioner Caffey seconded • Randy Hider: Commissioner Vandiver nominated, Commissioner Caffey seconded All motions for officers were unanimous. A motion was made by Commissioner Coyle, and seconded by Commissioner Emmite to send A. 834 W Cherry, B. 706 NE 1St & 2nd C. 413 NE 1 st D. 335 SE 7th E. 535 SE 121hto the Buildings and Standards Commission for orders. It was determine the buildings or structures cannot be rehabilitated and designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City Council of the City of Paris, Motion unanimous. Updates Church Street Meet and Greet for the Historic District Residents. A date was selected August 25th 3:00 p.m. — 5:00 p.m. and July 22 was set aside to make plans for the event. Randy Hider asked that financial incentives for residential historic districts be put on the agenda for next meeting.
