1993-090-RES WHEREAS, the City of Paris Cox Field received its annual certification safety inspection on August 3 and RESOLUTION NO. 93-090 WHEREAS, the City of Paris Cox Field received its annual certification safety inspection on August 3 and 4, 1993; and, WHEREAS, a discrepancy was noted with regard to the primary runway, being Runway 17/35. The correction for such discrepancy was to remark Runway 17/35, with a correction date assigned by the Federal Aviation Administration of September 17, 1993, an extension of which has been requested; and, WHEREAS, such project should be entitled "Remarking Primary Runway 17/35, Cox Field Airport, Paris, Texas"; and, WHEREAS, the advertisement for bids for furnishing plant, labor, materials and equipment and performing all work required for the "Remarking Primary Runway 17/35, Cox Field Airport, Paris, Texas", was published on August 22, 1993 and August 29, 1993, which bids were received until 3:00 o'clock P.M., Tuesday, September 7, 1993; and, WHEREAS, the best bid for such construction was made by Airport Markings of America, Inc., 2442 West Dallas, Grand Prai r ie, Texas and it should be awarded the bid for such construction project; and, WHEREAS, the form of contract for such construction project, attached hereto as Exhibit A, should be approved, and the Mayor, should be authorized to execute the same; and, WHEREAS, it would be appropriate for followed to be ratified and approved by under its emergency powers; NOW, THEREFORE, the bid procedure the City Council BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, that the remarking of Primary Runway 17/35, required immediate attention for safety reasons and it was appropriate for the same to be treated as an emergency and for the above described bid procedure to have been followed which is in all things is ratified and approved; and BE IT FURTHER RESOLVED, that the remarking hence for th known as "Remark ing Pr imary Runway Field Airport, Paris, Texas", and, project be 17/35 , Cox BE IT FURTHER RESOLVED, that the Bid of Airport Markings of America, Inc., for the above described airport improvement project in the amount of $15,421.95 is hereby accepted and let conditioned upon said contractor meeting all of the terms and specifications included in the bid documents; and, BE IT FURTHER RESOLVED, that the form of contract for such construction project attached hereto as Exhibit A, is hereby approved, and that the Mayor of the City of Paris, George Fisher, be, and he is hereby authorized and directed to execute on behalf of the City of Paris the contract with Airport Markings of America, Inc. for the "Remarking Primary Runway 17/35, Cox Field Airport, Paris, Texas", upon the terms and conditions and in the form shown in Exhibit A REMARKING PRIMARY RUNWAY 35/17 COX FIELD AIRPORT, PARIS, TEXAS STATE OF TEXAS ~ COUNTY OF LAMAR ~ KNOW ALL MEN BY THESE PRESENTS: THAT, the CITY OF PARIS, Paris, Texas, a municipal corporation, acting by and through its Mayor, George Fisher, duly authorized, hereinafter called CITY and AIRPORT MARKINGS OF AMERICA, INC., acting by and through its President, J. H. Moore, duly authorized, hereinafter called CONTRACTOR, do hereby contract and agree as follows: 1. CONTRACTOR agrees to commence and complete the the construction of certain improvements in accordance with the Specifications for "Remarking Primary Runway 35/17, Cox Field, Paris, Texas", attached hereto as Exhibit "A". 2. CITY agrees to pay CONTRACTOR $15,421.95 for furnishing all paint, labor, equipment, supplies and incidentals necessary to complete the construction project in accordance with the plans and specifications attached hereto as Exhibit "A". 3. CONTRACTOR agrees to complete the project on or before the 12th day of October, 1993, which is the thirtieth (30th) day from the date the contract is awarded. Federal Specifications TT-P-85. 105-115 square feet per gallon of Paint shall conform to Application rate shall be paint. 2. Reflective media shall conform to Federal Specification TT-B- 1325, Type III, high index of refraction glass spheres. Application rate shall be 10-12 pounds per gallon of paint. 3. All runway marking shall be white 4. The following items will be painted accorcting to enclosed plans with specifications: A) Threshold Markings (north and south) B) Pixed Distance Markings (north and south) C) Runway Numerals (17 north and 35 south) D) Centerline Markings E) Taxiway Centerline markings (North-South-Middle) 5. At the close of each working day, all equipment and materials being used by the contractor must be removed from the runways and taxiways a minimum of 100 feet. 6. Sections to be painted are marked on the enclosed plan. 7. The Cox Pield Airport Manager will be responsible for checking materials and dimensions to see that the work is being performed according to specifications. 8. It will be the responsibility of the person or company bidd.ing to insure that all areas prior to painting will be free of loose materials such as dirt, mud, grass, gravel, sand etc. 9 . Upon notification to the Airport Manager by the contractor of a date work will begin, the primary runway will be closed to all air traffic during daylight hours with the exception of an extreme air emergency. 10. Square footage to be painted is approximately 59,775 square feet. 11. Taxiway centerline markings shall be painted aviation yellow. 12. Certification from the paint manufacturer is required. 13. Runway closing markers: It will be the contractor's responsibility to place the appropriate runway closed markers (provided by the Airport Manager) at the designated locations (designated by the Airport manager) when painting is being performed. 14. Payment: Work performed will be paid for at the unit price bid for painting and shall be full compensation for furnishing all labor, equipment, supplies and incidentals necessary to complete work.m EXHIBIIA
