1. Johnny Norris called the Building and Standards Commission Meeting to order at
3:30 P.M.
Roll was called.

2. Approval of minutes from previous meeting. (June 17, 2019)
Motion made by Mike Folmar, seconded by Ben Vaughan to approve minutes.
Motion carried unanimously. 5-0
3. Public Hearing to consider presentations by City of Paris Code Inspectors and
owner(s) and/or lien holder(s) of the below properties who have been given notice of
a violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris,
Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures;"
Article II of Chapter 17, entitled "Control of Weeds, Junk, and Other
Objectionable, Unsightly, or Unsanitary Matter of Private Premises;" Chapter 1-6,
Chapter 11.5 of the Code of Ordinances of the City of Paris, Paris, TX:
A. 53512 th SE; City Block 112-B, Lot 6
Owner: Delta Mayes, 535 12' SE, Paris TX 75460
Robert Talley stated property is fire damaged. No contact with owner, but Fire
Dept. has. PFD asked it be tagged and brought to BSC. Possible smoke
damage to front porch and front of house. Burn -out in back.
Robert Talley's recommendation: Declare a nuisance, demo within 30 days,
or city has right to do so.
Motion made by Johnny Norris, seconded by Sally McEwin to accept Robert
Talley's recommendation. Motion carried unanimously. 5-0
B. 834 W Cherry; Martin Block Addition Block 2, Lot 15 & 16
Owner: Mae Blankinship Spann, 834 W Cherry, Paris TX 75460
Robert Talley stated no contact with owner. Code Enforcement has mowed and
cleaned up over the past several years. Received numerous complaints regarding
squatters. Unsecure. Inside is stripped of wiring; holes in floor; roof leaking,
evidence of mold.
Robert Talley's recommendation: Declare a nuisance, demo within 30 days,
or city has right to do so.
Discussion:
Steps may be removed if hollow; if solid, probably not.
Code Enforcement will attempt to secure property.
May be able to move up on demo list.
Structure in back will go as well; attached carport.
Motion made by SallyMcEwin, seconded by Ken Kohls to accept Robert
Talley's recommendation. Motion carried unanimously. 5-0
C. 706 1St NE & 2" d; City Block 92, Lot 9
Owner: Leon Williams, 643 3rd NE, Paris TX 75460
Robert Talley stated has not spoken with owner, but has spoken with owner's
assistant. Said tied up with insurance; asked for 30 day delay. House has
completely collapsed.
Robert Talley's recommendation: Declare a nuisance, demo within 30 days,
or city has right to do so.
Discussion:
Property was mowed by Abatement Crew first part of June.
7/27/18 date of fire.
Motion made by Johnny Norris, seconded by Mike Folmar to accept Robert
Talley's recommendation. Motion carried unanimously. 5-0
D. 413 1St NE; City Block 77, Lot 12
Owner: James Jones, 413 1St NE, Paris TX 75460
Robert Talley stated owner tried to contact Code Enforcement, left message, Code
Enforcement called back and left message, but did not hear back. Porch has
fallen off; foundation damage; porch is deteriorating as well as roof and soffit.
House is sinking, starting to buckle and lean. Unsecure. Back porch beginning
to fall in.
Robert Talley's recommendation: Declare a nuisance, demo within 30 days,
or city has right to do so.
Motion made by Ken Kohls, seconded by Sally McEwin to accept Robert
Talley's recommendation. Motion carried unanimously. 5-0
E. 3357 th SE; City Block 115, Lot W PT of 11
Owner: Sparkle Homes, PO Box 824114, Dallas TX 75382-4114
Robert Talley stated no contact with owner. Roof covering coming off.
Appears some repairs were being made, but have stopped. Add on has no roof,
beginning to fall in. Missing siding in back. No floor inside; again appears
repairs started then stopped. Junk and rubbish inside and water damage.
Robert Talley's recommendation: Declare a nuisance, demo within 30 days,
or city has right to do so.
Discussion:
No permits found.
Motion made by Johnny Norris, seconded by Ken Kohls to accept Robert
Talley's recommendation. Motion carried unanimously. 5-0
F. 340 9th SW; City Block 131, Lot 3 & 5
Owner: Edna Miner & Lucille Dunken, 340 9th SW, Paris TX 75460
Robert Talley stated junk and rubbish case. Junk and rubbish in yard. Tried
working with owners; no contact. Trash cans full of water. Boat on property
full of rubbish. Broken furniture. Will not remove boats, just rubbish inside.
Vehicles (including boats) will be worked separately by Code Enforcement.
Robert Talley's recommendation: Declare a nuisance, remove all junk and
rubbish within 30 days, or city has right to do so.
Discussion:
House is occupied by owners.
Will separate out metal for recycle, and apply toward lien.
Motion made by Mike Folmar, seconded by Johnny Norris to accept Robert
Talley's recommendation. Motion carried unanimously. 5-0
4. Code Enforcement Report
Copy of Substandard Buildings and Structures, and Residential Property Rental Codes
ordinances given to BSC members.
Would like to schedule a workshop to go over the ordinances and areas where BSC
would like Code Enforcement to concentrate. 2 meetings; 1" to go over ordinances and
identify questions.
Demoed 4 houses in June. $15,307,26, spent $79,590.48 YTD, leaving a balance of
$20,409.52.
30-40 houses still on demo list.

Motion made by Ben Vaughan, seconded by Johnny Norris to adjourn the meeting
at 4:11 pm. Motion carried unanimously. 5-0
