1993-108-RES WHEREAS, the Office of the Governor of the State of Texas, through its Criminal Justice Division, is RESOLUTION NO. 93-108 WHEREAS, the Office of the Governor of the State of Texas, through its Criminal Justice Division, is offering grant assistance in the amount of $33,840.15 for the purpose of funding a full time police officer as a coordinator for the Police Athletic League; and, WHEREAS, the Police Athletic League is a juvenile crime prevention program aimed at reducing juvenile crime, illegal drug use and criminal gang activity; and, WHEREAS, the City Council of the City of Paris deems it to be in the best interest of the citizens of Paris to seek such assistance for said project; and, WHEREAS, the City desirous of processing Athletic League in the no matching funds; and, Council of the City of Paris is a grant application for the Police amount of $33,840.15, which requires WHEREAS, the City Manager hereto execute the application Athletic League on October 10, be in all things ratified; NOW, of the City of Paris did for said grant for the Paris 1993, which execution should THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS: 1. That an application be made to the Office of the Governor of the State of Texas, Criminal Justice Division for a grant to provide the funding of a full time police officer as coordinator for the Police Athletic League in the amount of $33,840.15. 2. That Michael E. Malone, City Manager of the City of Paris, be, and he is hereby appointed as the Authorized Official of said project and the execution of the application for said grant in the form attached hereto as Exhibit A on the 10th day of October, 1993, is hereby ratified. 3. That Karl Louis, be, and he is hereby appointed as Project Director and is hereby authorized to execute and deliver on behalf of the City of Paris all reports, communications, assurances, contracts and documents necessary for the completion of said project. 4. That W. E. This request fQr grant funding is being made on behalf of the City of Paris and its' Police Department to fund a full time police officer as a coordinator for the Police Athletic League. (PAL). The Police Athletic League is a juvenile crime prevention program aimed at reducing juvenile crime, illegal drug use and criminal gang activity. The Police Athletic League does this by offering recreational and athletic programs to children and youth between the ages of eight (8) and eighteen (18). Currently there are 260 plus children enrolled in the program. A full time PAL coordinator would be able to organize all of the current programs and even expand activities to include more children in more programs so that we could greatly increase the number of youth in our city in our program. We could also use the coordinator to set up a juvenile offenders program so that the youth already in trouble could have an opportunity to be probated on condition of mandatory attendance at the PAL. C,II)-':.! Program Narrative 1. P1'oblemStatement (See Instructions on pages 13a and 13b.) Since 1991 the City of Paris has had a recurring problem with youth gangs including violence and drug involvement. The city has addressed the problem by increased patrolling, but a prevention effort was needed because the city had very little to occupy young people, ~specially those in the 14 - 18 year-old age group that is most susceptible to gang involvement. A Police Athletic League (P.A.L.) program was begun in a rented building and quickly grew to serve an estimated 260 regular youth participants. To accomodate the growing program. the Paris Daily News donated a building in downtown Paris that has a great deal of space, covering approximately half a square block of two-story building and an adjoining parking lot. Many of the building's ..rooms are large enough to accomodate basketball and vollyball courts, with some renovation. Other rooms are suitable for karate classes, weightlifting, ping pong, video games, and a regulation Golden Gloves boxing arena. Much renovation of the building is needed, and that is being addressed by community donations and by an application to the Meadows Foundation. What is most needed is a full-time coordinator to supervise existing activities, such as karate and weightlifting and boxing programs that ~are taught by community volunteers. The coordinator would also schedule additional activities, including an offenders evening program of supervised activities for juveniles referred by the Lamar County Juvenile Prmhation Department. In addition, the coordinator would oversee maintenance and renovation of the building and would meet with community volunteers and civic groups to encourage greater community support of the. program. 2, Historical Data (See Instructions on pages 13a and 13b.) Hire a P.A.L. coordinator, who would be a certified peace officer, to accomplish the following tasks: 1.. Organize existing youth activities and community volunteers to more effectively work with the existing P.A.L. membership of 260 fourteen to eighteen year-old youths. Activities will include athletic pct1vities such as, karate, weightlifting, boxing, basketball~ and volleyball. 2. Expand the existing program by an additional 100 youths during the . grant year. 3. Add an offenders program of supervised evening activities for juveniles referred by the Lamar County Juvenile Probation Department. An estimated 25 youths would be involved in this aspect of the program during the grant year. 4. Proposed .Evaluation DesIgn (See InstruCtions on pages 13a and 13b.) The program's success will be measured by determining whether or not there has been a reduction in involvement in gang activity in Paris. Other measures will include increased school attendance by juveniles participating in the program, and improved relationships between young people and law enforcement officers, and improved attitudes on the part of young people participating in the program by.interviewing parents. CJD-13.a Program Narrative (Instructions) I. To be considered for funding, a proposed grant project: 1. must address a problem that is clearly identified, is. (at least partially) measurable and is supportod by relevant statistioal ovidence; 2. must minimize duplication or overlapping of existing programs; 3. must have a design wherein the activities and goals are realistic and attainable; 4. preferably should. but is not required to, be innovative in its concept/design/operation; (a project is considered innovative if it provides a new and different strategy or approach that prevents, deters. intervenes, or stops a criminal act from occurring); 5. must have a cost structure which Is realistic when compared to its goals; 6. must cooperate and coordinate its activities with other appropriate agencies/projects; 7. must include measures to assure that it demonstrates cross-cultural awareness in all project activities and in its staffing and training; and 8. must include a proposed evaluation design that provides relevant data to measure the effectiveness of the project, and a plan for performing such evaluation. II. Accordingly, the Program Narrative must present the information by which the e6gibility and merit of the project can be assessed. Applications will be scored and ranked numerically, for funding consideration, according to the congruence of the project with the criteria stated above. At a minimum, the four sections of the Program Narrative must Include the following Information: 1. Problem Statement: a. Describe the problem and the need that makes this grant necessary. b. Identify the target population and the geographic target area. c. Describe existing activities that address the problem. d. Describe the extent to which this project will duplicate or overlap existing activities, and why that (if any) is necessary. 2. Historical Data: a.
