00 - AgendaCITY COUNCIL AGENDA Notice is hereby given that the City Council of the City of Paris shall meet in regular session at 5:30 p.m. on Monday, September 9, 2019. The meeting will be held at the City Council Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted upon are as follows: Opening Agenda 1. Call meeting to order. 2. Invocation. 3. Pledge of Allegiance. 4. Citizens' forum. (Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual information. Claims against the City, Council Members, or employees, as well as individual personal appeals are not appropriate for citizens' forum.) If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas Government Code regarding any item on this agenda. Consent Agenda Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable to all items appearing on the Consent Agenda. A Council Member may request any item to be removed from the Consent Agenda and considered as a separate item. 5. Approve minutes from the meetings of August 19 and August 26. 6. Receive reports and/or minutes from the following boards and commissions: a. Paris Public Library Advisory Board (7-17-2019) Regular Agenda 7. Discuss, conduct a public hearing and act on an Ordinance regarding the petition of James O'Bryan for a change in zoning from a Single -Family Dwelling District (SF2) to Neighborhood Service (NS), in the Mayer Addition, Block 3, Lot 27, located at 3150 Bonham Street and 10 N.W. 32nd Street. 8. Conduct the second public hearing on the City's proposed tax rate for 2019-2020, discuss and provide direction to staff. 9. Receive an annual update on the Grand Theater Project. 10. Discuss and provide direction on a request for creation of a safe zone at local hotel and apartment housing in the City of Paris. 11. Discuss the status of the private sale of the Belford Apartments and possible action regarding placing it back up for the sheriff's auction, perhaps at a lower amount. 12. Discuss and act on re -appointment of Judge Hunt to serve as Municipal Court Judge and Judge Biard to serve as Associate Municipal Court Judge. 13. Discuss and act on an Ordinance approving a negotiated settlement between the Atmos Cities Steering Committee and Atmos Energy Corp, Mid -Tex Division regarding the Company's 2019 Rate Review Mechanism Filing; declaring existing rates to be unreasonable; adopting tariffs that reflect rate adjustments consistent with the negotiated settlement; finding the rates to be set by the settlement tariffs to be just and reasonable and in the public interest. 14. Discuss and act on an Ordinance authorizing the issuance of a solid waste collection permit to Sanitation Solutions. 15. Discuss and act on an Ordinance authorizing the issuance of a solid waste collection permit to County Waste Collection, LLC d/b/a Trashy Business. 16. Discuss and act on an Ordinance authorizing the issuance of a solid waste collection permit to Raymond Tabor d/b/a Waste Connection of Northeast Texas. 17. Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-081. 18. Adjournment.
