CITY OF PARIS BOARD OF ADJUSTMENT

TUESDAY JUNE 18 2019
12:00 O'CLOCK P.M.
1. The Board of Adjustment meeting was called to order by David Hamilton,
Chairman at 12: 00 p.m.
The following members were present: David Hamilton, Brady Fisher,
Benny Plata and Louise Hagood
Also present was John Ankrum and concerned citizens.
2. Approval of minutes from previous meetings. (January 8, 2019 and June 4,
2019)
Motion was made by Brady Fisher, seconded by Benny Plata to approve minutes for
both January 8' and June 4th, 2019 meetings. Motion carried 4-0.
3. Public hearing to consider and take action on the petition of Roger Powell,
on behalf ofJohn House on Lots 5-A & 5-B, City Block 186, being located at 430 E
Price Street.
The petition requested a variance of Section 9-301 (2) of the Zoning Ordinance
which provides as follows:
(2) Schedule of minimum lot depths- Nonresidential districts
Minimum Depth of Lot in Feet for Residential Uses: Central Area- 100ft
The lot in question is zoned as Central Area and the applicant is requesting a variance
in lot depth of 25.03ft to allow recipient of rear portion of yard to construct a
building.
Public hearing was declared open.
John Ankrum, the building official, spoke in favor of the variance. Ankrum stated
that the city has no issues with what is proposed and made note that we had received
an email from Carl Cecil in favor of the variance.
John House, of 1446 Clarksville St and owner of property in question, spoke in favor
of the variance and stated that he believes this addition will be an asset to the
community and will clean up the area.
Benny Plata, board member, calls Roger Powell of the Pregnancy Center to the
podium to explain their use for the storage and office space.
Roger Powell, of 1020 SE 29th Street and President of the board for the Pregnancy
Center, explains that the new building will serve as a space for storage, some offices,
a conference room for meetings and additional parking spaces. He also explains their
future intent for mobile units.
No one else spoke in favor or opposition,
Public hearing was declared closed.
Motion was made by Brady Fisher, seconded by Benny Plata to approve the variance
to Section 9-301 (2) of the Zoning Ordinance. Motion carried 4:0.
4. Public hearing to consider and take action on the petition of Russ Davison
Lots 3-A through 3-G, City Block 188-C, being located at 600 through 730
Sycamore Street.
The petition requested a variance of 15ft to the Build Line as indicated on the plat.
The plat indicates a 25ft build line and the variance requests a loft build line for
carports only.
Public hearing was declared open.
John Ankrum, the building official, announced that the applicant did not make it to
the meeting so the decision was up to the board's discussion. Ankrum clarifies the
variance requested due to missing information on the original permit and explains
that future development of the neighborhood will have a 1Oft build line for only the
carports as well.
David Hamilton, Chairman, questions if the plats of the future lots will be approved
when taken to council so he recommends to the rest of the board that they table the
item until the rest of the plats are approved.
No one else spoke in favor or opposition.
Public hearing was declared closed.
Motion was made by David Hamilton, seconded by Benny Plata to table the item
until future plats are approved. Motion carried 4:0.
5. Meeting adjourned 12:22 p.m.
