00 - AgendaCITY COUNCIL AGENDA Notice is hereby given that the City Council of the City of Paris shall meet in regular session at 5:30 p.m. on Monday, September 23, 2019. The meeting will be held at the City Council Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted upon are as follows: Opening Agenda 1. Call meeting to order. 2. Invocation. 3. Pledge of Allegiance. 4. Citizens' forum. (Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual information. Claims against the City, Council Members, or employees, as well as individual personal appeals are not appropriate for citizens' forum.) If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas Government Code regarding any item on this agenda. Consent Agenda Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable to all items appearing on the Consent Agenda. A Council Member may request any item to be removed from the Consent Agenda and considered as a separate item. 5. Receive August drainage report. 9. Receive demolition and code enforcement activity reports. 10. Approve a Resolution approving and authorizing the execution of a Multi -Year Interlocal Agreement with the Texas Department of Transportation (TxDOT) for temporary closure of State right-of-way in support of the Festival of Pumpkins. Regular Agenda 11. Discuss, continue the public hearing and act on an Ordinance regarding the petition of James O'Bryan for a change in zoning from a Single -Family Dwelling District (SF2) to Neighborhood Service (NS), in the Mayer Addition, Block 3, Lot 27, located at 3150 Bonham Street and 10 N. W. 32"d Street. 12. Discuss, conduct a public hearing, and act on an Ordinance regarding the petition of James Martinez for a change in zoning from Agricultural District (A) to a Two -Family Dwelling District (2F), in the Suburban Estates Addition, Block B, Lot 1, located at 4315 Pine Mill Road. 13. Discuss, conduct a public hearing, and act on an Ordinance regarding the petition of Kenneth Dority and Bailey Asay on behalf of Kenneth Gregory Winn for a change in zoning from a Single -Family Dwelling District (SF2) to a Four -Family Dwelling District (4F), in the City of Paris, Block 222-13, Lot 19, located at 2508 E. Price Street. 14. Discuss, conduct a public hearing, and act on an Ordinance regarding the petition of Lisa Short for a change in zoning from a Two -Family Dwelling District (2F) to an Office District (0), in the Mayer Addition, Block 4, Lot 23, located at 3206 Bonham Street. 15. Discuss, conduct a public hearing, and act on an Ordinance regarding the petition of Michael Hall for a change in zoning from a Commercial District (C) to a Multi -Family Dwelling District (MFI), in the Hall Addition CB 154, Block A, Lot 3, located at 801 W. Washington Street -LOAD Parcel 16475. 16. Discuss, conduct a public hearing, and act on an Ordinance regarding the petition of Michael Hall for a change in zoning from a Light Industrial District (LI) to a Two -Family Dwelling District (2F), in the Hall Addition CB 154, Block A, Lot 2, located at South Side W. Washington Street-LCAD Parcel 221.08. 17. Discuss and act on an Ordinance Amending Sections 7-19, "Permit Fees," and 34-4, "Application and Fee for Water and Sewer Taps," of the Code of Ordinances to conform with State Law. 18. Discuss and act on an Ordinance authorizing and directing the Director of Finance to transfer funds from unencumbered appropriation balances to over -expended accounts for FY 2019-2020. 19. Discuss and act on budget amendments to Paris Economic Development's Budget FY 2018-2019. 20. Discuss and act on proposals from executive search firms regarding City Manager recruitment services. 21. Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-081. 22. Adjournment.
