1993-033-RES WHEREAS, the Office of Texas, through its Criminal grant assistance in the amount of crime prevention; RESOLUTION NO. 93-033 WHEREAS, the Office of Texas, through its Criminal grant assistance in the amount of crime prevention; and, the Governor of the State of Justice Division is offering of $19,834.00 for the purpose WHEREAS, the City Council of the City of Pars deems it to be in the best interest of the citizens of Paris to seek such assistance in said project; and, WHEREAS, the Paris Police Department has planned a crime prevention program requiring total funding in the amount of $44,849.00; and, WHEREAS, the City of Paris has available for the Paris Police Department crime prevention program $25,015.00, which combined with the grant assistance available would fund the total crime prevention program; and, WHEREAS, the City Manager of the City of Par is did heretofore execute the application for said Crime Prevention Program Grant/4 on March 4, 1993, which execution should be in all things ratified; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS: 1. That an application be made to the Office of the Governor of the State of Texas, Criminal Justice Division for a Crime Prevention program/4, grant in the approximate amount of $25,015.00. 2. That Michael E. Malone, City Manager of the City of Paris, be, and he is hereby appointed as the Authorized Official of said project and the execution of the application for said grant in the form attached hereto as Exhibit A on the 4th day of March, 1993, is hereby ratified. 3. That Karl Louis, be, and he is hereby appointed as Project Director and is hereby authorized to execute and deliver on behalf of the City of Paris all reports, commu- nications, assurances and documents necessary for the completion of said project. 4. GJU.1Z Program Narrative 1, Problem Statement (See Instructions on pages 13a and 13b.) Beginning in the spring of 1991, The City of Paris began to experience some gang related activ.,it~ As a result of this,all' :,::c::o aspects of our local crime rate began to go up. This gang activity has been directly linked to many of the violent crimes.that our community has experienced. As with most communities, the thefts and the burglaries are directly attributed to the drug traffic and of course the gangs head up a large portion of that drug traffic. Therefore, the victims of these crimes and the citizens of our community are continually at a much higher risk of injury and have become extremely concerned and fearful of the growing possibility of becoming the victim of a violent crime in their own homes. The areas in which this crime prevention grant will apply are in the city of Paris as well as throughout Lamar County. The crime prevention unit at the Paris Police Department is the only on that addresses this area. We also get request to serve co~~unities in Red River County from time to time as well. Red River and Lamar Counties are directly between Texarkana to the east and the Sherman/Denison area to the west. Both Counties border Oklahoma. This fact also causes our community some problems in that Hugo and Idabel Oklahoma have an even worse gang problem than we do. However, we have experienced some overflow from these gangs to our community. There are several other programs that the City of Paris is committed to in order to address these problem areas. The Police Athletic League of Paris is one that provides young people that roam the streets an alternative by providing individual sport activities. We are also in our second year of our D.A.R.E. program. There is also the Boy Scout Explore Post th?z iSdw~tn in the police department. 2. Historical Data (See Instru.ctions on pages 13a an 130.) . The overall crime rate rose 22.2% in 1991. There was an increase of 742 class 1 offenses in 1991. Violent crimes were up 35.2% and the total combined thefts and burglaries were up 17.8% in 1991. In 1992, with the assistance of this grant and the dedication of the City of Paris officials, the overall crime rate in Paris dropped 17.4%. There were 713 fewer class 1 offenses in 1992 than in the previous year. Every major category had a minimum of a 12.7% decrease from the year before. This decrease put Paris back to the rate that we were in 1991 so there is still a lot of continued work to do. With the assistance of this grant and the progressive attitude of the chief of police and his support of the city officials, we can continue this downward trend. Use continuation page(s) as necessary for any section. CJU-1J 3. Proposed Project Activities (See Instructions on pages 13a and 13b.) To know where to go from a certain point, it is often necessary to know where we have been and to understand what programs have been successful. Since this grant will be our fourth one to receive in the area of crime prevention, we have a good idea of the types of programs that will benefit the problem areas. It is our continued goal to increase our communities ability to prevent crime. To continue to educate the citizens of Paris and Lamar County to be able to protect themselves from crime and-to-advocate those students in crime prevention. By continuing to do this, our community will continue to unite together and work together to fight crime. There are 25,000 people in the city of Paris and another 20,000 in Lamar County. By continuing to help these people to learn to protect themselves in these numbers, our community can continue to lower the crime rate. The lone crime prevention officer for the City of Paris and Lamar County has been certified as a crime prevention practitioner as well as a home and commercial security inspector. He has over nine years experience in law enforcement and as been in crime prevention for over three years. He is also the local crime stoppers coordinator as well as the public relations officer. With him being in these positions, people have learned to know and trust him and therefore do not hesitate to call when they have a problem or if a crime prevention program is needed. The Lamar County Sheriffs Office nor any other local county has a crime prevention officer. Therefore, when a program is requested outside the city limits, they are happy to call on the City of Paris crime prevention officer. The programs that we have in place within our unit are not new. but-they work and they are effective. We have set up neighbor hood crime. watch programs in all areas of the city and county. These 4. The crime prevention keeps records as to how many programs that done for the public. Not only how many but what types, how many people were presented to, the number of crime prevention hand out material was distributed and geographic area. In addition to these records, the city police department keeps very detailed records as to the trends in the types of crimes as well as the actual crime rate from month to month and year to year. The City of Paris is dedicated to having a crime prevention unit as ,is depicted in the cash match on this grant. The city understands that the grant are gradually decreasing and that after five years ~he g:ant is subjec~ to cease. By the city having the foresight ~n th~s matter, the~r five year plan is very close to where they had hoped that it would be. With the assistance of this years grant and next years final grant, the City of Paris will have a top notch crime prevention program. . CJD-13.a Program Narrative (Instructions) I. To be considered for funding, a proposed grant project: 1, must address a problem that is clearly identified, is (at least partially) measurable and is supported by relevant stafistlcal evidence; 2, must minimize duplication or overlapping of existing programs; 3. must have a design wherein the activities and goals are realistic and attainable; 4, preferably should, but is not required to, be innovative in its concept/design/operation; (a project is considered innovative if it provides a new and different strategy or approach that prevents, deters, intervenes, or stops a criminal act from occurring); 5. must have a cost structure which is realistic when compared to its goals; 6, must cooperate and coordinate its activities with other appropriate agencies/projects; 7. must include measures to assure that it demonstrates cross-cultural awareness . in all project activities and in its staffing and training; and -- 8. must include a proposed evaluation design that provides relevant data to measure the effectiveness of the project, and a plan for performing such evaluation, II. Accordingly, the Program Narrative must present the information by which the eligibility and merit of the project can be assessed. Applications will be scored and ranked numerically, for funding consideration, according to the congruence of the project with the criteria stated above. At a minimum, the four sections of the Program Narrative must include the following information: 1. Problem Statement: a. Describe the problem and the need that makes this grant necessary. b. Identify the target population and the geographic target area, c. Describe existing activities that address the problem, d. Describe the extent to which this project will duplicate or overlap existing activities, and why that (if any) is necessary, 2, Historical Data: a. Cite statistical data that demonstrates the problem. b. Document trends in the problem (eg., cite 3 years of UCR data). CJD-13.b 3. Proposed Proiect Activities: a.
