1993-023-RES WHEREAS, the City Council of the City of Paris did, in its regular meeting on December 14, 1992, in RESOLUTION NO, 93-023 WHEREAS, the City Council of the City of Paris did, in its regular meeting on December 14, 1992, in Resolution No. 92-100 approve the advertisement for bids for furnishing plant, labor, materials and equipment and performing all work required for the application of asphalt overlay on two (2) tennis courts at Travis Junior High School, which bids were received until 3:00 o'clock P,M., Tuesday, February 9, 1993; and, WHEREAS, the best bid for such construction was made by R, DRAKE, INC. of Powderly, Texas and it should be awarded the bid for such construction; and, WHEREAS, the form of contract for such construction project is attached hereto as Exhibit A, should be approved, and the Mayor, should be authorized to execute the same; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, that the Bid of R. Bids shall reflect the bidder's turnkey price, 2. Bidder Qualifications: A bidder shall be able to demonstrate technical ability, financial responsibility, and successful experience in providing like services in similar environments. 3. Time Frame: The project start shall be approved by the Parks Director, Prior to the start, certain drainage work must be completed by owner, Following this work, the bidder shall have 30 calendar days to complete the project, with allowance for adverse weather or temperatures, 4. Award of Bids: The City reserves the right to accept or reject any or all bids. In addition to the bid price, the following factors may be considered in the bid award: a, Bidder's qualifications b, Bidders conformance to conditions and specifications 5. Existing fencing shall be removed by the owner prior to the asphalt overlay project beginning, 6, CLEANING: Upon completion of work, the contractor shall clean in and around the worksite, remove unused material and leave the premises neat and clean, 7. GUARANTEE: All work and material shall be guaranteed free from defects in material and workmanship for a period of one year from the final completion date, SPECIFICATIONS Scope of Work: The contractor shall supply all labor and materials necessary for applying a 1 1/2" hot mix type D compacted on two (2) tennis courts at Travis Junior High School, The contractor shall visit the site and meet with Parks Director to make sure he understands the conditions, Preparation for Overlay: Before any paving is commenced, all court surfaces shall be lightly hammered to remove all existing concrete topping that has loosened from the slab but still in place, After all such material has been hammered loose, remove all loose material and broom clean the slab, TACK COAT: Once the surface has been hammered and all debris has been removed, a tack coat of asphalt shall be applied, Asphalt shall be MC-I applied at a rate of 0.20 to 0.25 gallons per square yard, covered with a thin layer of sand, and rolled with a pneumatic roller, At the end of the tack coat curing period the top surface should be applied, HOT MIX ASPHALT SURFACE: When tack coat is approved by Architect, install top surface in accordance with Highway Specification Hot Mix Asphaltic Concrete Pavement, Type D, The material shall be 1 1/2" thick compacted applied with an asphalt spreader, Barber-Greene, or equal.
