1993-022-RES WHEREAS, the City Council of the City of Paris did, in its regular meeting on December 14, 1992, in
RESOLUTION NO, 93-022
WHEREAS, the City Council of the City of Paris did, in
its regular meet ing on December 14, 1992, in Resolut ion No.
92-100 approve the advertisement for bids for furnishing
plant, labor, materials and equipment and performing all work
required for the Tennis Court Resurfacing Project on four (4)
tennis courts at Travis Junior High School, which bids were
received until 3:00 o'clock P,M" Tuesday, February 9, 1993;
and,
WHEREAS, the best bid for such construction was made by
DOBBS TENNIS COURTS, INC" of Dallas, Texas and it should be
awarded the bid for such construction; and,
WHEREAS, the form of contract for such construction
project is attached hereto as Exhibit A, should be approved,
and the Mayor, should be authorized to execute the same; NOW,
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS,
that the Bid of DOBBS TENNIS COURTS, INC., for the
construction project in the amount of $12,800.00 is hereby
accepted and let conditioned upon said contractor meeting all
of the terms and specifications included in the bid
documents; and,
BE IT FURTHER RESOLVED, that the form of contract for
such construction project attached hereto as Exhibit A, is
hereby approved, and that the Mayor of the City of Paris,
George Fisher, be, and he is hereby authorized and directed
to execute on behalf of the City of Paris the contract with
DOBBS TENNIS COURTS, INC, for the Tennis Court Resurfacing
Project on four (4) tennis courts at Travis Junior High
School, upon the terms and cond i t ions and in the form shown
in Exhibit A attached hereto.

KNOW ALL MEN BY THESE PRESENTS:
THAT, the CITY OF PARIS, Paris, Texas, a municipal
corporation, acting by and through its Mayor, George Fisher,
duly authorized, hereinafter called CITY and DOBBS TENNIS
COURTS, INC" acting by and through its President, Danny
Dobbs, duly authorized, hereinafter called CONTRACTOR, do
hereby contract and agree as follows:
1, That CONTRACTOR agrees to supply all labor and
materials necessary for the Tennis Court Resurfacing Project
to resurface four (4) tennis courts at Travis Junior High
School, in accordance with the specifications on Exhibit A
attached hereto and made a part hereof.
2. That CONTRACTOR agrees to complete the project
within 30 calendar days of the award of the contract, with
allowance for adverse weather or temperatures, The project
cannot be started until the 1 1/2" asphalt overlay can be
applied by the contractor who gets the bid for the overlay
project.
3, That the CITY agrees, upon completion of the
resurfacing of four (4) tennis courts at Travis Junior High
School, to pay CONTRACTOR the amount submitted in bid
document, said amount being $12,800,00,

resurfacing four tennis courts at Travis Junior High School.
Bids will be received until 3:00 P,M" Tuesday, February 9, 1993 at
which time all bids received will be opened, tabulated, and
referred to the City Council for consideration at the Council
meeting to be held Monday, February 15, 1993,

GENERAL CONDITIONS
1. Submissions: Bids must be submitted on the form provided in the
bid documents and signed by an authorized representative of the
bidder, Bids shall reflect the bidder's turnkey price,
2, Bidder Qualifications: A bidder shall be able to demonstrate
technical ability, financial responsibility, and successful
experience in providing like'services in similar environments, The
bidder shall be an authorized representative of the surfacing
system provided and shall present evidence of use of trained
applicators,
3. Time Frame: The project shall be completed within 30 calendar
days of the award of contract, with allowance for adverse weather
or temperatures, The project can not be started until the 1 1/2"

4, Brand Specifications: Products are specified herein with brand
names as a guide to the type of product meeting specifications, A
product description, including specifications, shall be attached
with the bid form when the use of alternate products is proposed,
5, Award of Bids: The City reserves the right to accept or reject
any or all bids, In addition to the bid price, the following
factors may be considered in the bid award:
a, Bidder's qualifications
b, Bidders conformance to conditions and specifications
c, Bidder's capacity to provide warranty and aftercare services
d, Product features and benefits
6, Warranty: The successful bidder shall warrant the surface
installed for one year from the date of completion against fading,
peeling, chalking, or bonding failure, Problems in the new surface
caused by cracking or slab movement shall not be covered,
SPECIFICATIONS
1. Scope of Work:
The owner desires to surface four existing tennis courts at
Travis Junior High, Two courts will receive an asphalt
overlay by owner before being surfaced. The other two courts
will be resurfaced over the existing surface,
2 , Acceptable Materials:
Materials shall be equal or superior to those manufactured by
California Products under the trade names "Crack Filler",
"Court Patch Binder", "Concrete preparer", "Plexibond",
"Acrylic Resurfacer", ",Fortified Plexipave" and "Plexicolor
Textured White Line Paint",
3, Surface Application:
A, On Two Courts with Asphalt Overlay

Surface Preparation: Thoroughly remove all dust, dirt
and debris from the asphalt base.
Apply two coats of "Acrylic Resurfacer".
Apply two coats of "Fortified Plexipave", Color to be
Florida Green,
Apply "Plexicolor Textured White Line Paint" per USTA
specs,
On Two Courts with Existing Surface
Surface Preparation: Thoroughly clean the surface by
pressure washing, scraping, and blowing. Remove areas
where surface is not properly bonded,
Fill cracks with "Crack Filler",
Fill low spots with "Court Patch Binder",
Apply "Plexibond" over areas where concrete is exposed,
Apply one coat of "Acrylic Resurfacer",
Apply two coats of "Fortified Plexipave",
Apply "Plexicolor Textured White Line Paint" per USTA

C. Clean Up: Remove any and all debris left over from the
surfacing process,
