SUBJECT: BINGO PRIZE FEES

BACKGROUND: If the City desires to continue receiving its share of bingo prize fees, House
Bill 914 requires the City to pass a resolution affirming that desire, notify the Texas Lottery
Commission of the City's resolution, and notify local organizations of the continued imposition
of the fee due the City. These fees historically have amounted to around $27,000 per year, but
last year, were $21,364.
STATUS OF ISSUE: A resolution has been provided that, if passed, would allow the City to
continue to collect this fee.
BUDGET: Loss of this fee would reduce General Fund revenues by $21,000 to $27,000 per year.
RECOMMENDATION: The staff recommends approving the resolution.
RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS
APPROVING THE CONTINUED RECEIPT OF A STATUTORY SHARE OF
BINGO PRIZE FEES COLLECTED ON CHARITABLE BINGO ACTIVITY THAT
OCCURS WITHIN THE CITY; AND DIRECTING THAT THE TEXAS LOTTERY
COMMISSION SHALL BE PROMPTLY PROVIDED A TRUE AND CORRECT
COPY OF THIS RESOLUTION UPON ADOPTION; MAKING OTHER
FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND
DECLARING AN EFFECTIVE DATE.
WHEREAS, non-profit charitable organizations conducting bingo in Texas collect a
5% fee on prizes awarded; and
WHEREAS, the City of Paris, Texas is currently entitled to receive a portion of bingo
prize fees collected by such organizations within the city; and
WHEREAS, House Bill 914 enacted by the 86th Texas Legislature requires the
affirmative approval of the City Council to continue the City's eligibility to receive a share of
bingo prize fees collected after January 1, 2020; and
WHEREAS, the City Council hereby finds that it is in the best interests of the City of
Paris and its citizens that the City council approves of the City's continued eligibility to
receive a share of collected bingo prize fees:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS:
Section 1. That the City of Paris, Texas shall continue to receive a share of bingo
prize fees collected within the City on and after January 1, 2020, and thereafter.
Section 2. The City Manager is directed to promptly provide a true and correct copy
of this Resolution to the Texas Lottery Commission, to comply with House Bill 914, 86th
Texas Legislature.
